The Bettis Atomic Power Laboratory is a secure, high‑hazard DOE nuclear research facility supporting the U.S. Navy's nuclear propulsion program. Construction activities on site require exceptional attention to safety, strict procedural adherence, and continuous coordination withDOE/NAVSEA/NNSA
stakeholders. We are seeking a highly experienced Construction Superintendent to oversee daily field operations, subcontractor performance, safety compliance, and quality control for construction and renovation tasks performed at Bettis. This role requires a leader capable of executing work under stringent regulatory, environmental, and security requirements, while providing daily documentation of work executed. Position Summary The Construction Superintendent is responsible for field execution, ensuring all construction activities are completed safely, on schedule, within quality requirements, and in accordance withDOE, OSHA, USACE EM 385
‑1‑1, and Bettis site procedures. The Superintendent coordinates daily with theSSHO, QC
Manager, subcontractors, Bettis facility representatives, and project management.Responsibilities:
Field Leadership & Daily Execution:
Oversee all on‑site construction activities, ensuring work is performed safely, efficiently, and in accordance with approved plans and specifications. Maintain daily presence in the field; direct subcontractors, craft labor, vendors, and site logistics. Conduct daily coordination meetings, pre‑task planning, and verify that daily work plans align with project requirements and DOE site constraints. Ensure strict adherence to security protocols, access requirements, and controlled‑area rules.Safety & Regulatory Compliance:
Enforce compliance withOSHA 1926/1910, USACE EM 385
‑1‑1, and all applicable DOE and environmental regulations. Support the Site Safety & Health Officer (SSHO) with on‑site enforcement of Activity Hazard Analyses (AHAs/JHAs) and corrective actions. Verify proper use of PPE, equipment inspections, and hazard controls for electrical, mechanical, confined space, ACM/lead abatement, heavy equipment, and high‑hazard operations. Immediately report incidents and support investigations. Experience with electrical and mechanical systems is required. Working knowledge ofOSHA 1926, OSHA
1910, andUSACE EM
‑385‑1‑1 is required. Knowledge of applicable environmental regulatory requirements.Quality Control & Documentation:
Oversee compliance with project design specifications, DOE standards, and contractual quality requirements. Support QC Manager in implementing the USACE 3‑Phase Quality Control System (Preparatory, Initial, Follow‑Up). Conduct daily field reports, photo documentation, manpower/equipment logs, and progress tracking. Ensure subcontractor work meets all acceptance criteria before turnover. Comprehensive understanding of the USACE 3‑Phase Quality Control System.Scheduling & Coordination:
Coordinate labor, material delivery, equipment, and multiple trade subcontractor schedules to maintain progress and mitigate conflicts. Forecast field staffing, equipment needs, and work sequence to ensure completion of time. Work closely with Bettis facility representatives to plan work in active, occupied, or sensitive operational areas. Maintain weekly schedule updates Lead daily work briefings with subcontractor teamsSubcontractor Oversight:
Manage subcontractor performance, resolve issues, and verify compliance with project safety, quality, and security expectations. Hold subcontractors accountable to the project schedule and work standards. Review subcontractor work packages, permits, and technical submittals as required. Security & Site Integration Ensure work is performed in compliance with DOE/facility security procedures, controlled‑area rules, and protected information protocols. Coordinate with security personnel regarding access, escorting, material control, and work‑area restrictions.Qualifications:
Five (5) years of related field experience directing vertical construction projects as a superintendent, QC, or SSHO. Experience with demolition, abatement, and road construction. Working knowledge ofOSHA 1926, OSHA
1910, andUSACE EM 385
‑1‑1. Working knowledge of applicable environmental regulatory requirements. OSHA 30‑Hour Construction Safety course.USACE EM385-1-1.
Completion of Construction Quality Management for Contractors (or ability to complete within 30 days). Proficiency with Microsoft Word, Excel, and PowerPoint. Ability to pass HSPD-12 background check.Desired Qualifications:
Engineering, architectural, or construction management degree. BCSP Certifications (CHST, OHST, ASP, CSP, etc.). Experience managing federal construction projects for DOE, USACE, Air Force, GSA, or NAVFAC. Experience with AR 385‑10 and other DA regulations. Experience withISO 14001
compliance. Experience with MEP Trades. Experience with Procore Construction Management Software.Job ID:
