Overview The position is an owner-side role responsible for executing rehabilitation and preservation work across Contour Housing Partners' multi-state multifamily portfolio. This position bridges physical asset diligence, scope development, and field execution — ensuring capital projects are clearly defined, competitively procured, and delivered with discipline across scope, schedule, and budget. The Pre-Construction Manager, Capital Projects will own the process of turning third-party reports, property operations input, and design considerations into clear, executable scopes of work. This is a hands-on, highly autonomous role for an experienced construction professional capable of operating independently across multiple active projects. The position does not manage a large internal team but carries meaningful responsibility for coordination, decision-making, and execution outcomes.
Pay range:
$110,000 - $130,000/year + bonus depending on experience. Responsibilities Physical Diligence Synthesis & Capital Planning Responsible for third-party reports, including Physical Needs Assessments (PNAs), environmental reports, and building systems evaluations. Integrate operational feedback from Property Management and design input into comprehensive capital plans. Translate diligence findings into contract-ready scopes of work aligned with underwriting assumptions and investment objectives. Preconstruction Leadership & Coordination Direct and coordinate the preconstruction process, including: Third-party physical needs inspection firms engaged by Pennrose, lenders, or investors Contractors and trade partners during bidding and scope development Ensure scopes are complete, clearly defined, and suitable for competitive bidding and contracting. Identify risks, scope gaps, and constructability considerations early in the process. Contracting, Execution & Oversight Support contractor selection, bid evaluation, and contract negotiations. Monitor and track project execution through completion, including scope, schedule, and budget adherence across multiple active projects. Provide clear reporting on progress, risks, and outcomes to internal stakeholders across Acquisitions, Asset Management, and Property Management. Qualifications Required Education and Experience:
Bachelor's degree in Engineering, Construction Management, Architecture, or a related technical discipline. 5+ years of direct experience in multifamily construction project management, rehabilitation work, owner's representation, or capital planning within a for-profit real estate platform or GC environment. Strong understanding of building systems, rehabilitation projects, and construction sequencing. Experience coordinating multiple third-party consultants, inspection firms, and contractors. Proven ability to manage complex, cross-functional processes and communicate effectively with technical and non-technical stakeholders. Experience managing multiple concurrent projects across a portfolio. Demonstrated ability to operate independently and drive execution without extensive internal support infrastructure.
