Construction Project Manager - Broadband Deployment (Non‑Field)

Full-Time Position Summary We are seeking an experienced Project Manager to support the planning and delivery of a large-scale fixed wireless and fiber broadband deployment in Montana, executed in partnership with another organization. This role is not field-based and will focus on project governance, contractor coordination, schedule and budget control, risk management, and executive reporting . The ideal candidate brings hands-on project management experience in the broadband, mobile, or wireless telecom industry , understands large infrastructure deployments, and is comfortable operating in a multi-party, matrixed environment where alignment and accountability are critical. Key Responsibilities Project Planning & Governance Own and maintain the master project plan for broadband deployment, including milestones, dependencies, and critical paths Establish project governance, cadence, and reporting standards across internal teams and external partners Drive disciplined execution across all phases: planning, design, procurement, deployment, launch, and closeout Ensure scopes, roles, and responsibilities are clearly defined and adhered to Partner & Cross‑Functional Coordination Act as the primary point of coordination between internal teams and the deployment partner Facilitate alignment between Engineering, Network Operations, Finance, Sales, and Customer Care Manage interdependencies across multiple workstreams and ensure timely handoffs Coordinate vendor timelines and deliverables without direct field oversight Schedule, Budget & Risk Management Track project schedules, budgets, forecasts, and variances Manage change control processes, including scope changes and partner requests Identify risks related to supply chain, permitting timelines, partner deliverables, and technical dependencies Develop mitigation plans and escalate issues with clear options and recommendations Reporting & Executive Communication Produce regular status updates, dashboards, and executive summaries Clearly communicate project health, risks, decisions needed, and impacts Support leadership with data-driven insights for prioritization and resourcing decisions Maintain clean, auditable project documentation Operational Readiness & Handoff Coordinate readiness activities for network turn-up and operational handoff Ensure documentation, acceptance criteria, and closeout requirements are met Support planning for future phases, expansions, or additional markets Required Qualifications 5+ years of project management experience in telecom, broadband, mobile, or wireless infrastructure Demonstrated experience managing large, multi-site network build programs from a planning and delivery perspective Strong understanding of: Fiber & Fixed wireless or mobile network deployments Network build lifecycles and dependencies Vendor and partner delivery models Experience working with external partners, system integrators, or deployment firms Excellent written and verbal communication skills, including executive-level reporting Proficiency with project management and collaboration tools (MS Project, Smartsheet, Jira, Planner, Excel, PowerPoint, etc.) Preferred Qualifications Background with ISPs, WISPs, mobile carriers, or network deployment organizations Experience with rural broadband programs, public‑private partnerships, or grant-funded initiatives (BEAD, ARPA, RDOF) PMP or similar certification Experience operating in matrixed or shared-ownership project environments Work Environment This role is not field-based and does not require construction site visits Work is primarily remote/office-based, focused on coordination, planning, and oversight Occasional travel for partner or leadership meetings may be required (minimal) What Success Looks Like Projects delivered on time and within approved budgets Strong alignment and accountability across partners and internal teams Risks identified early with clear mitigation strategies Leadership has accurate, timely visibility into project status Smooth transition from build to operational ownership Pay Range:
Inland Cellular offers a competitive salary range based on qualifications and experience. The annual base salary range for this role is $65,000 - $81,000 . The actual base salary offered will be determined based on factors including (but not limited to) relevant skills and experience, job-related knowledge, internal equity, and geographic location, and may be modified as needed to comply with applicable law. This role is also eligible for annual bonus program, in accordance with company plan terms. Bonuses, if any, are not guaranteed and are subject to individual and company performance and continued eligibility under the applicable plan. Benefits:
