Melbourne, FL | Jacksonville, FL | Atlanta, GA | Myrtle Beach, SC Reports to: Director of Development About Jobalia Development Group Jobalia Development Group is a leading land and infrastructure developer specializing in single-family residential communities and hotels in high-barrier-to-entry markets. With over 50 years of combined land development expertise, we execute large-scale development projects ranging from 50 to 500 homes through a disciplined approach focused on deep relationships, entitlement expertise, complex permitting, and fast platting. Position Overview The Project Manager will oversee the complete lifecycle of land development and infrastructure projects from entitlement through final plat approval and infrastructure delivery. This role requires coordinating internal teams, consultants, contractors, and regulatory agencies across multiple markets to ensure projects are delivered on schedule, within budget, and to the highest quality standards. Primary Responsibilities Project Planning & Execution Manage full project lifecycle for land development projects from due diligence through infrastructure completion and platting Develop comprehensive project plans, timelines, budgets, and resource allocation strategies aligned with business objectives Coordinate with architects, civil engineers, surveyors, environmental consultants, and contractors to ensure project specifications are met Oversee the entitlement process, including rezoning, comprehensive plan amendments, development agreements, and plat approvals Manage complex permitting processes with state, county, and municipal agencies including environmental, stormwater, utility, and construction permits Budget & Schedule Management Create and maintain detailed project budgets with cost controls and financial forecasting Monitor project expenditures and implement corrective actions to prevent cost overruns Develop and track critical path schedules for all project phases including design, permitting, infrastructure construction, and platting Identify and mitigate risks that could impact schedule or budget performance Stakeholder Coordination & Communication Serve as primary point of contact for project stakeholders including land sellers, builders, engineers, contractors, and regulatory agencies Prepare and present regular status reports, budget updates, and risk assessments to senior management Facilitate project meetings, decision-making processes, and conflict resolution among cross-functional teams Build and maintain positive relationships with municipal staff, planning boards, and community stakeholders Coordinate with legal counsel on contracts, development agreements, and land use matters Quality & Compliance Ensure all work complies with approved plans, specifications, local ordinances, and building codes Conduct regular site inspections to monitor construction progress and quality control Oversee civil infrastructure installation including roads, utilities, stormwater systems, and amenities Verify contractor and consultant deliverables meet contractual requirements and quality standards Team Leadership Provide leadership and direction to cross-functional project teams and consultants Mentor junior staff and support professional development within the organization Foster collaboration across departments including acquisitions, finance, construction, and sales/marketing Required Qualifications Bachelor's degree in Civil Engineering, Construction Management, Urban Planning, Real Estate Development, or related field Minimum 5-7 years of project management experience in land development, civil infrastructure, or real estate development Proven track record managing multiple projects simultaneously from entitlement through construction completion Deep understanding of entitlement processes, land use planning, and regulatory approvals in Florida, Georgia, and South Carolina Strong knowledge of civil engineering principles, site design, stormwater management, and utility coordination Experience managing project budgets of $5M+ and coordinating with financial institutions and equity partners Proficiency in project management software (Microsoft Project, Procore, Buildertrend) and financial tracking tools Exceptional organizational, communication, and problem-solving skills Valid driver's license and ability to travel regularly to project sites across multiple markets Preferred Qualifications PMP (Project Management Professional) certification Professional Engineer (PE) or Professional Planner (AICP) license Experience with horizontal/civil construction for residential subdivisions Established relationships with consultants, contractors, and regulatory agencies in Southeast markets Knowledge of stormwater regulations, wetland permitting, and environmental compliance Experience working with national and regional homebuilders Compensation & Benefits Competitive salary commensurate with experience Performance-based bonus structure Comprehensive health, dental, and vision insurance 401(k) with company match Professional development and continuing education support Company vehicle or vehicle allowance Flexible work arrangements
