Overview We are seeking a Contract Officer Technical Advisor (COTA) (seasoned Project Manager / Construction Manager with highway/bridge contractor oversight) to join our team and lead critical contract management initiatives across various federal projects in U.S. National Parks and U.S. Forest Service. This is a consulting role as a strategic partner, ensuring efficient contract execution, mitigate risks, and oversee contractor work from beginning to end. Projects require travel to the site, perdiem and company truck and all expenses paid.
PROJECT DESCRIPTION
The proposed scope of this project includes reconstruction of the pavement within a parking lot servicing the boat ramp in the North Point Recreation Area near Pickstown, South Dakota. The project will address deteriorated pavement and sub-base for the 98,000 square-foot parking lot on thest side of the North Bay just upstream of the Fort Randall dam on the Missouri River.

5,700 CUYD 20401-0000 Sub excavation: 3,300 CUYD 30202-2000 Roadway Aggregate, Method 2: 3,800 TON 40301-0100 Asphalt Concrete Pavement, Type 1 3,800 TON 63401-0300 Pavement Markings, Type B Solid 10,300 LNFT on projects of similar size and scope. Experience in construction phasing, temporary traffic control, timely completion of construction is required. Qualifications Previous FHWA experience in highway/bridge projects. Strong understanding of federal acquisition regulations (FAR), UCC law, and legal drafting principles. Demonstrated expertise in document review, records management, compliance, contractor payout utilizing Masterworks.

Pickstown, SD has an official elevation of about 1,483 FT above sea level and sits right on the Missouri River. This is a quiet, remote town of roughly 200 residents. It is deeply tied to the history of the Missouri River and the Lewis and Clark Trail. Originally a government-built town for dam workers, it now serves as a scenic hub for outdoor recreation and regional history.
