We estimate the award will be made in late August to September 2026 with a PoP starting 1 Nov 2026. This position provides construction oversight, contractor surveillance, quality assurance, project coordination, inspection, and construction management support for facility modernization and infrastructure projects supporting Dyess AFB. The selected candidate will serve as the Government's construction management representative and work closely with engineers, contractors, project managers, and stakeholders to ensure successful project execution. Required Clearance Level Must be able to obtain and maintain a Confidential Security Clearance. Required Qualifications 8+ years of construction management, construction inspection, construction oversight, owner's representative, resident engineer, or related experience. Experience inspecting and monitoring complex construction projects and reviewing contractor schedules, specifications, and submittals. Experience supporting construction quality assurance, project execution, contractor coordination, and project compliance activities. Expertise in oral and written English communications skills. Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint). Desired Qualifications Experience supporting Air Force, DoD, USACE, MILCON, FSRM, or other federal construction programs. Experience serving as an Owner's Representative, Resident Engineer, Construction Inspector, Quality Assurance Representative, or Government Construction Manager. Experience reviewing contractor cost proposals, progress schedules, construction claims, and project documentation. Experience supporting facility sustainment, restoration, modernization, infrastructure, or capital improvement projects. Key Responsibilities Perform inspection and surveillance of construction projects to ensure compliance with plans, specifications, contract requirements, and applicable regulations. Monitor installation, testing, and acceptance of construction work involving electrical, mechanical, structural, civil, and infrastructure systems. Coordinate with contractor representatives regarding schedules, specifications, work methods, and project execution issues. Review contractor submittals, schedules, project documentation, and progress reports. Monitor project performance and construction quality throughout project execution. Evaluate contractor progress and identify potential project risks, delays, deficiencies, and performance issues. Assist with resolution of construction issues, disputes, requests for information (RFIs), and claims. Review contractor cost breakdowns, progress measurements, schedules, and supporting project documentation. Support quality assurance and quality control activities throughout construction execution. Participate in project meetings, construction reviews, technical discussions, and site inspections. Maintain project documentation, inspection records, construction logs, and status reports. Support project closeout activities and final project acceptance reviews. Assist with compliance reviews and documentation management. Coordinate project activities among government stakeholders, contractors, and supporting organizations. Compensation & Benefits The Salary for this contingent hire position is $85,000 to $102,000 based on experience and includes medical/dental/vision benefits, 10 days PTO and 7 days sick time; other benefits available.
