Job Description

Pre- Requisites:
Must be a Texas Resident Must have a Bachelor's Degree in Computer Science, Information Technology, Management, or Related Field Must have a PMP Certification Must be a U.S. Citizen Must have a minimum of 5 years' experience Position Summary The Technical Project Manager is responsible for planning, directing, and overseeing all IT Help Desk support services for the Joint Modernization Command (JMC) at Fort Bliss, TX, ensuring full compliance with the Performance Work Statement (PWS), contract terms, and quality, schedule, and security requirements. The PM provides day‑to‑day management of contract staff, coordinates with Government stakeholders, and ensures uninterrupted mission support during normal operations and Live Field Experiment events. Key responsibilities Serve as the Contractor's primary point of contact to the Contracting Officer (KO), Contracting Officer's Representative (COR), JMC G‑6, and other Government stakeholders on all contract matters relating to daily operations. Provide overall management and supervision of all contractor personnel supporting IT Help Desk services, including Help Desk operations, PC/software troubleshooting, printer/copier/fax support, communications support, and Live Field Experiment support. Ensure performance meets or exceeds all PWS requirements, performance standards, and thresholds identified in the Performance Requirements Summary (PRS), and lead development and implementation of corrective action plans when non‑conformances are identified Develop, implement, and maintain the contract Quality Control Plan (QCP), including monitoring service delivery, tracking performance metrics, identifying deficiencies, and ensuring timely submission of required quality reports and analyses Oversee development and submission of all contract deliverables (e.g., monthly progress reports, QCP updates, safety plan, training certificates, trip requests/reports, and Service Contract Reports in SAM) in accordance with the deliverable schedule and timelines. Coordinate staffing to ensure an adequate, stable, and qualified workforce during normal duty hours (0800-1700, Monday-Friday, excluding Federal holidays) and during Live Field Experiment events that may require modified hours and travel (CONUS/OCONUS). Ensure all personnel meet and maintain required certifications and qualifications (e.g., CompTIA A, Security, Windows 10/Current Computing Environment, Microsoft Certified Technology Specialist), security clearances (SECRET), and installation access requirements (CAC, background checks). Ensure contractor personnel complete all required training (e.g., AT Level I, OPSEC, iWATCH, TARP, IA/DoD 8570, and other mandated DoD/Army training) within the timeframes specified in the PWS, and maintain associated documentation. Enforce compliance with all applicable Federal, state, local, DoD, and Army regulations related to information assurance, physical security, antiterrorism/force protection, OPSEC, safety/OSHA, environmental requirements, and key/control procedures. Plan, coordinate, and oversee contractor travel in support of exercises and meetings, ensuring prior KO/COR approval, proper documentation, and compliance with Joint Travel Regulations and OCONUS clearance/authorization requirements. Manage risks, identify potential issues affecting performance, notify the COR/KO within required timeframes, and implement mitigation strategies to protect schedule, quality, and mission support. Required qualifications Bachelor's degree in Information Technology, Computer Science, Management, or related field; equivalent experience may be considered. Minimum of 5-7 years of experience managing IT service delivery or help desk contracts of similar size and scope, including supervision of technical staff and interaction with Government customers. Demonstrated experience managing performance‑based, firm‑fixed‑price service contracts, including quality control, reporting, and corrective action processes. Active SECRET clearance and ability to meet all Common Access Card (CAC) and installation access requirements for Fort Bliss and other supported locations.understanding of Army/DoD IT environments and processes, including
NIPR/SIPR
support coordination with Network Enterprise Centers (NEC). Must have any type of technical certification (i.e. CompTIA A+; Security+; appropriate Computing Environment Certification (WIN10) or current computing certificate as directed by DOD) Must have any type of technical certification (i.e. CompTIA A+; Security+; appropriate Computing Environment Certification (WIN10) or current computing certificate as directed by DOD) Skills and competencies Strong leadership and team management skills with the ability to maintain workforce stability and continuity in a dynamic operational environment. Excellent communication and stakeholder‑management skills for effective coordination with
KO, COR, JMC G
‑6, and other Government and contractor organizations. Proven ability to interpret and execute a Performance Work Statement, manage quality and timeliness of deliverables, and maintain compliant contract documentation. Strong organizational, planning, and problem‑solving skills, including ability to support high‑tempo Live Field Experiments and travel requirements.
Pay:
$126,000.00 - $152,000.00 per year
