ASAP Position Overview Fluor is seeking a Construction Manager - Electrical & Instrumentation (E&I) to serve as an Owner's Representative supporting on a large-scale, greenfield gas-fired power generation project in West Texas. This role will be embedded within the Owner's team and accountable for overseeing an EPC contractor's execution, ensuring work is performed safely, on schedule, within budget, and in accordance with project specifications and quality expectations. What is an Owner's Representative? An Owner's Representative (Owner's Rep) acts on behalf of the project owner to protect their interests throughout construction . Rather than executing the work, the
Owner's Rep:
Provides independent oversight of the EPC contractor Ensures contract compliance (scope, schedule, cost, quality) Acts as a bridge between the owner and contractor , facilitating communication and resolving issues Identifies and mitigates risks before they impact the project Advocates for the owner in technical decisions, field execution, and commercial matters This role requires a strong balance of technical expertise, communication skills, and professional judgment to influence without direct authority. Key Responsibilities Represent the Owner in daily construction oversight of E&I scope Monitor EPC contractor performance for: Schedule adherence Quality of installation Safety compliance Contractual obligations Provide field-based oversight as well as desk-based reporting and coordination Review and validate: Work progress RFIs, change requests, and technical submittals Identify risks, gaps, and execution issues; proactively escalate and recommend solutions Support coordination between engineering, construction, and commissioning teams Participate in project meetings and provide clear, concise reporting to Owner leadership Manage contractor interactions professionally, including conflict resolution and issue escalation Partner with other Owner representatives (e.g., Mechanical counterpart) to ensure full project coverage Required Qualifications 10-20 years of experience in power generation construction , with strong E&I focus Proven experience on large-scale power projects (combined cycle / gas-fired preferred) Demonstrated understanding of: Electrical systems Instrumentation and controls Power plant construction practices Experience working in or alongside an Owner's team, EPC contractor, or similar oversight role Strong knowledge of construction execution, sequencing, and field practices Critical Success Factors (Highly Valued) Excellent communication skills (verbal and written) Ability to represent the Owner professionally and effectively Strong conflict resolution and contractor management skills Demonstrated ability to influence outcomes without direct authority Balanced approach: capable of working in the field and in a reporting/coordination role High level of professionalism, judgment, and stakeholder management
Pay:
$160,000.00 - $200,000.00 per year
