Job Description

Hill International is seeking a Construction Manager - Correctional Facilities in Salt Lake City, Utah Minimum 10 years of construction management experience, with at least 3 years on correctional, justice, or institutional facility projects strongly preferred. Demonstrated experience managing construction within active, occupied facilities, experience in correctional or secure environments highly valued. Familiarity with Utah's local construction market, contractors, and subcontractor base. Experience with Design-Bid-Build (DBB) and CM/GC delivery methods; familiarity with public agency procurement processes in Utah a plus. Strong field presence and communication skills; ability to command respect from contractors while maintaining productive, professional relationships with county staff and elected stakeholders. Bachelor's degree in Construction Management, Engineering, Architecture, or related field preferred; equivalent combination of education and experience considered. CCM, PMP, or similar professional certification preferred. Serve as the on-site Construction Manager for the new detention pod construction component of a complex, phased project within an active, 24/7 occupied correctional facility. Manage day-to-day construction activities on behalf of the Owner, providing oversight of general contractors, subcontractors, and A/E teams to ensure work is executed on schedule, within budget, and in accordance with contract documents. Coordinate closely with client, Facilities Management, and security personnel to maintain safe and compliant access, phasing, and operations throughout construction in a live jail environment. Support project controls activities including schedule management, cost reporting, change order review, and monthly reporting to the Owner and project leadership. Conduct regular site inspections and document construction progress, RFIs, submittals, and nonconformance issues; maintain a complete and organized project record. Support procurement activities including contractor pre-qualification, bid package development, and bid evaluation in coordination with the Owner's Representative team. Assist in managing the transition from construction to operations, ensuring facility systems are commissioned, staff are trained, and punch list items are resolved prior to occupancy. Foster strong working relationships with all project stakeholders, including county staff, elected officials, contractors, design consultants, and community stakeholders. Identify and proactively communicate project risks, providing recommended mitigation strategies to the project executive and Owner.
