Development & Construction Manager Dreamcolor Land Development Centreville, VA Job Details Full-time 6 days ago Qualifications Construction cost control Construction schedule coordination Schedule management Construction budget management Construction project budgeting Full Job Description About Us DreamColor Land Development is a real estate development firm focused on Residential and Commercial projects. We manage projects from acquisition through completion and are looking for a hands-on leader to take ownership of the full development lifecycle. Position Overview We are seeking a Development & Construction Manager to lead projects from entitlement through construction completion . This role combines development management and construction oversight, acting as the owner's representative to ensure projects are delivered on time, on budget, and to a high standard. This is a high-ownership role for someone who can operate both strategically and tactically managing municipalities and consultants on the front end, and contractors and schedules during construction. Key Responsibilities Pre-Development & Entitlements Manage zoning, permitting, and entitlement processes Coordinate with municipalities, land use attorneys, and consultants Lead due diligence including site, utility, and environmental reviews Design & Pre-Construction Oversee architects and engineers from concept through construction documents Lead budgeting, scheduling, and value engineering efforts Solicit and evaluate bids and select general contractors Construction Management Act as owner's representative during construction Manage GC performance, schedule, and budget adherence Review pay applications, change orders, and RFIs Financial & Project Controls Track project budgets, draws, and cost reports Coordinate with lenders and internal accounting Monitor contingencies and mitigate cost overruns Project Closeout Oversee punch list, inspections, and Certificate of Occupancy Coordinate project turnover to operations/asset management Qualifications Required 5+ years of experience in real estate development, construction management, or both Experience managing projects from entitlements through construction completion Strong knowledge of construction processes, budgeting, and scheduling Ability to read and interpret architectural and engineering plans Preferred Experience with residential / mixed-use / commercial projects Background with a developer, GC, or owner's rep firm Familiarity with tools such as Procore, MS Project, or similar Skills & Traits Ownership mindset and accountability Strong problem-solving and decision-making ability Ability to manage both high-level strategy and day-to-day execution Excellent communication with municipalities, consultants, and contractors
