Provides evaluion of the overall effectiveness of the capital construction program in accordance with organizional stregic goals, business plans and resources. Under the general supervision of the Branch Head, NAF Construction, manages the coordinion, planning, scoping, design, acquisition, construction, direction and execution of assigned projects. Plans, coordines, and manages resources reling to assigned projects from inception and project definition to implemention and post-implemention analysis. Coordines with functional and program managers to define and prepare stements of work (SOW), and guide project development to include support for project validion assessments (PVAs), capital improvements implemention stregy, master planning, retail stores, lodging projects, MWR projects, renovions and expansion projects, system requirements, implemention analysis, acquisition plans, procurement, and operional support requirements. Reviews and interprets new and established directives, instructions, and regulions for potential impact on program objectives, opering policies, work operions and progress. Coordines, developments, and manages project schedules and resource allocions across functional business/program units to ensure quality and timeliness of project deliverables and communicion of issues and stus as required for successful completion. Makes recommendions to support successful project completion to include resource allocion, integrion opportunities, requirements, cost, schedule projections and risk analysis. Develop and monitors project budget for construction, design and construction management services, and colleral equipment. Prepares purchase request and independent government estimes for construction, renovion, contract modificion, task orders and delivery orders. Reviews Architecture and Engineering (A/E) submissions, specificions, cost estimes, technical planning documents, project documents, and project stus reports involving new construction, repair, renovion, alterion, and expansion of facilities. Conducts and/or participes in official site s for procedural and Interior Condition Index (ICI) inspections and reviews for compliance program requirements and project scope/cost requirements. Conducts and organizes portions of analytical studies and project scope analysis to ensure functional needs are met for programs and services. Makes recommendion on corrective actions and conducts follow up inspections. Plans, develops and conducts analysis for current and projected programs to achieve goals and objectives. Collects, verifies, and adjusts da from diverse sources and performs quantitive and qualitive analysis manually and through automed systems. Performs duties as Contracting Officer Representive (COR) as required. Serves as COR in support of other projects when assigned. Coordines required documention and project reviews with MR internal stakeholders, local commands, and construction contractors to ensure compliance with Business Operions¿ design and branding standards. Coordinion includes Public Works, Facilities Engineering and Acquisition Division, or Naval Facilities Engineering Command (NAVFAC). Participes in project planning, quality assurance and testing, configurion management, defining the approach, defining project team roles, resource allocion, site s, and project closeouts. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Monitors programs on a regular basis and inities corrective action to ensure support of opering programs of MCCS. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse. Adheres to safety regulions and standards. Uses required safety equipment and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupional illness, and/or property damage resulting from workplace mishaps to the immedie supervisory. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other duties as assigned. EVALUATIONS
Qualificions Four years of project management experience using structured methodology, practices and tools. PMP Certificion preferred. Ability to communice well with all organizional levels in a manner th is approprie and understandable to their role. Demonstred experience with Project Management methodologies and principles. Ability to manage a portfolio of projects and initiives to achieve multiple business objectives. Experience th demonstres a deep understanding and working knowledge of successful business practices.
