1. Skills in reading/interpreting drawings and specifications 2. The ability to communicate effectively, both verbally and in correspondence 3. Possession of a valid driver's license/vehicle 4. Understands AIA general conditions and construction specifications, as well as the responsibilities/duties of all parties under contract for a project of this magnitude 5. Architectural or engineering degree or equivalent approved fieldwork experience in commercial or industrial construction. Must have a comprehensive knowledge and understanding of all phases of non-residential construction and be capable of evaluating construction.
SPECIAL REQUIREMENTS
Ability to inspect existing sites and active construction projects. Ability to walk or climb elevated structures, crawl through tight spaces, climb into manhole structures or other confined spaces. Job may require being exposed to inclement weather and hazardous conditions associated with construction sites and activities. Position requires a valid driver's license, satisfactory driving record, fingerprinting and a criminal background investigation. Subject to being on-call twenty-four hours a day, seven days a week, on limited occurrences to address project needs.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
1. The work includes responsibility for serving as school system representative on design and construction projects, which involves coordinating architectural and engineering design services, managing development of and adherence to bid documents, inspecting construction work and performing related project management duties 2. Maintains regular and predictable attendance 3. Confers with architectural and engineering firms and administration, participates in selecting firms for engagement and coordinates the services of such firms; coordinates the letting of bids for construction and serves as school system representative in managing construction projects; inspects contractor work for compliance with plans and specifications; reviews progress payments and change orders prior to submittal to Marion County Schools for approval; gathers and reviews project close-out documents; and participates in general facilities management activities of the department 4. Prepares estimates, proposals and necessary local and state agency submission documents as required 5. Advises administration regarding architectural and engineering design and construction matters 6. Coordinates project activities with architectural and engineering firms; holds and/or attends progress meetings; performs technical construction inspection work 7. Plans and uses resources economically; prepares cost estimates; recommends cost effective and sustainable design and construction approaches that comply with current regulations; monitors construction costs and ensures contractor work complies with plans and specifications 8. Coordinates, plans, and schedules with other units of the school system and with contractors; takes appropriate actions to maintain effective coordination in the event of delays and other problems; ensures that activities do not conflict with organizational goals. 9. Communicates understanding and support of organization goals and programs through actions and spoken and written words; interacts effectively with individuals and groups at all levels; maintains ties with external organizations involved in the work; keeps interested and involved parties informed of matters requiring their attention; represents the school system to contractors and design professionals. 10. May be required occasionally to work beyond normal scheduled hours and to attend evening and/or weekend activities. 11. Observe the quality and progress of the construction to determine in general that it is proceeding in accordance with the Contract Documents. Notify Administration, Architect/Engineer immediately if work does not appear to conform with the Contract Documents or requires special investigation by Administration, Architect/Engineer or Contractor. 12. Monitor the construction progress and provide progress reports to the administration. 13. Review Contract Documents with the Contractor's superintendent so as to have a complete understanding of the scope of the project. 14. Consider the Contractor's suggestions and recommendations, evaluate them, discuss them with the Architect/Engineer, administration and assist when applicable in making a final decision. 15. Attend project meetings as the representative and report to administration writing on the proceedings. 16. Observe tests required by the Contract Documents. Review testing invoices, if any, to be paid by Administration. 17. Maintain records at the construction site or as directed by Administration in an orderly manner in accordance with Administration's and School Building Authority's procedures. Include correspondence where applicable, such as Contract Documents, Change Orders, Construction Change Authorizations, Architect's/Engineer's Supplemental Instructions, reports of site conferences, Shop Drawings, Product Data, Samples, supplementary drawings, color schedules, requests for payment, names and addresses of contractors, subcontractors and principal material suppliers. 18. Keep a logbook containing project progress and reports and submit reports on the progress of the Contractor's work to Administration. The log must contain activities related to the project, weather conditions, nature and location of work being performed. The Project Architect/Engineer will provide Observation Construction Reports documenting his site visits. 19. When applicable, review Shop Drawings, Product Data and Samples. 20. When applicable, observe the Contractor's Record Drawings at intervals appropriate to the stage of construction and notify Administration and Architect/Engineer of any apparent failure by the Contractor to maintain up-to-date records. 21. Review Applications for Payment submitted by the Contractor with the Architect/ Engineer and assist in making recommendations for disposition. 22. When applicable, assisting the Architect/Engineer in reviewing the list of items to be completed or corrected with is submitted by the Contractor with a request for issuance of a Certificate of Substantial Completion. When applicable, assist the Architect/Engineer in reviewing the documentation and record documents to be furnished to Administration by the Contractor at Substantial Completion, and verify that the Contractor has met the requirements of the Contract Documents for training Administration's personnel in the operation and maintenance of all building equipment and systems. 23. When applicable, assist the Architect/Engineer in final inspection of the work. Assist the Architect/Engineer in reviewing the documentation and record documents to be furnished to Administration by the Contractor upon completion of the work. 24. Assist Administration on small projects by observing the construction and reporting progress and quality of work being performed by the Contractor. At no time shall the Construction Manager/Clerk-of the-Works assume responsibilities of the Architect/Engineer, Architect/Engineers representative or the Contractor in charge of the construction.
