Note:
All City of Fayetteville positions require employees to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following: Read and comprehend construction drawings for streets, sidewalks, trails, water lines, sewer lines, and drainage infrastructure. Utilize safety procedures as needed on all jobs. Inspect and participate in the work of technical, professional, and operations personnel, including surveying and field work for water, solid waste, wastewater, treatment plants, pumping stations and lines. Employ independent judgment and decision-making abilities to solve on-site problems at construction sites, when developing plans and specifications for construction projects, and when resolving disputes and complaints with customers, owners, and contractors. Participate in easement negotiations and make recommendations to the Department Director. Review plans and specifications for streets, sidewalks, trails, water lines, sewer lines, and drainage infrastructure. Conduct safety meetings. Facilitate project meetings to coordinate projects, City specifications and City requirements with various project stakeholders. Proactively resolve issues that may arise from difference in opinion or interpretation of requirements between contractors, consultants, and other project stakeholders. Perform field construction management for utility Capital Improvement and Bond projects relating to record keeping and conflict resolution. Respond to calls and questions from contractors, design engineers, and customers. Track quantities on Capital Improvement Projects and prepare weekly summaries and review monthly pay applications for accuracy with field work. Coordinate projects with other City departments, franchise utility companies, private contractors, and citizens to allow for productive projects. Maintain excellent public relations by assuring that public inquiries are answered in a courteous manner and that complaints are responded to promptly and personally. Meet with citizens to coordinate projects; advise and address any questions or complaints. Perform visual site inspections of construction projects. Observe testing of water and sewer mains in accordance with City specifications. Sample new water lines and take samples to Health Department, notify contractor of results. Inspect Storm Water Management and Erosion Control. Inspect street construction in accordance with City specifications. Inspect drainage system construction such as inlet boxes and storm sewer piping. Conduct final inspections at project completion with contractors and engineers before project acceptance by the City. Inspect driveway approaches, sidewalks and ADA access ramps. Participate in meetings with pre-construction contractors and engineers as required. Perform other related duties as required or assigned. Secondary Job Duties Secondary duties as assigned. Minimum Qualifications 1. High School Diploma or GED with five years of construction management experience and one year of project management experience required. 2. Valid driver's license. 3. Must possess or be able to obtain within three years of hire the following: State of Arkansas Grade III Water Distribution Operator License, Class I Wastewater Operator License, Trench Safety and Confined Space Certifications. 4. Ability to plan, supervise and inspect the work of technical and field personnel, consultants, engineers, and contractors and to prepare concise technical reports. 5. Ability to read and interpret construction plans and specifications. 6. Effectively communicate with others orally and in writing. 7. Ability to calculate figures and amounts such as proportions, area, circumference, and slope. 8. Must be proficient in the use of a computer and related software programs. Must be able to effectively operate standard office equipment. 9. Physical abilities to regularly talk and hear due to safety issues and/or to work around certain equipment; stand and walk between various external locations; regularly use arms, hands, and fingers to handle, and feel; regularly reach with hands and arms; regularly sit, climb and balance, stoop, kneel, crouch, and crawl. Frequently lift and/or move up to 50 pounds. 10. Employee will regularly be exposed to outside weather conditions, traffic hazards and heavy construction equipment. Employee is regularly required to traverse uneven terrain. Employee will occasionally work in confined spaces. Employee will occasionally be exposed to fumes or airborne particles, toxic or caustic chemicals and risk of vibration. The noise level in the work environment is frequently loud.
