Construction Inspector I:
This is the entry-level classification within the Construction Inspection series. Incumbents at this level receive on the job training in order to learn and develop competencies in performing the essential functions of the job and to apply city and department policies and procedures in conducting public works project inspections. The Construction Inspector I is expected to learn how to perform, at an acceptable level, detailed inspections on a variety of projects and progress rather quickly toward performing the full range of duties of the Construction Inspector II. As experience is gained, incumbents are assigned a broader range of more difficult inspection duties, which are performed under general supervision. Advancement to the "II" level is based on demonstrated proficiency in performing the full range of journey level inspection duties.Construction Inspector II:
Positions in this classification perform at the journey level of the Construction Inspection job series. They include employees who have substantial and direct related or prior occupational experience and perform the full range of duties assigned to the position. They work under moderate supervision with only guidance, instruction or assistance, frequently in the absence of a supervisor. Work is normally reviewed only upon completion and for overall results. This class is flexibly staffed and is normally filled by advancement from the I level or when filled from the outside, requires prior work experience. Essential Functions The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Handle the less difficult inspection projects during various stages of construction and handle other construction projects on a routine basis. Inspect and coordinate compliance with California Water Quality Management Plan W.Q.M.P. requirements and regulations Perform the duties of Construction Inspector II in a training capacity. Perform related duties and responsibilities as required. Along with above essential functions, Construction Inspector II will: Inspect projects such as grading and paving, sewers, storm drains, traffic signals, landscaping & irrigation for private development and city construction projects on a routine basis; determine quantities and prepare progress and final estimates for city contracted construction projects. Check plans and specifications for conformance to City specifications; determine acceptability of materials; ensure that utilities have been contacted and permits applied for. Assure and understand survey staking on city construction projects and assist contractors with review of staking if questions arise in the field; determine that job is properly barricaded. Attend pre-construction and pre-grading conferences with developers and contractors; conduct pre-construction meeting for city-contracted projects. Attend locator meetings with contractors and representatives of various utilities. Arrange for field and laboratory testing of concrete, rock base, asphalt and other materials; evaluate results of tests including pressure tests and TV inspection of sewers. Coordinate the scheduling of work between developers, contractors and City forces. Consult with developers, contractors and homeowners regarding methods, materials, city specifications and codes. Prepare and maintain diaries of daily inspections, and records for city contracted construction projects, including payment quantities, labor compliance, testing results, materials, and required related records by other regulatory agencies. Attend classes, seminars and reads technical literature to remain current on new methods and materials. Monitor public right of way construction permits; review and conduct storm water inspections to ensure compliance with best management practices for Storm Water Pollution Prevention. May assist the Senior Construction Inspectors with federal construction and major development projects. Coordinate with CWA compliance administrator. Experience:
Equivalent to some experience in the construction field or related inspection work. An equivalent combination of experience and training sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.Knowledge of:
Construction principles and practices, methods and materials; safety hazards of construction and surveying; defect faults in construction; basic mathematics and the application of the construction field.Ability to:
Read plans and specifications; learn to detect and locate faulty materials and work, and determine the stage of construction during which defects are most easily found and remedied; learn to perform journey level inspection skills and to perform competent and efficient work as a construction inspector; understand and interpret engineering plans and specifications and prepare accurate engineering records; deal firmly and tactfully with contractors, engineers, property owners and citizens; learn to test soils, concrete and related construction materials; apply mathematics, including algebra, geometry and trigonometry, to the field of construction inspection; basic soil mechanics and geology; engineering mechanics of structures; communicate effectively, both orally and in writing.License/Certification Required:
a valid California Driver's License by date of appointment. Driving is required for this classification. Coursework towards a Certificate in Public Works / Inspection is desirable. Qualifications forConstruction Inspector II:
Experience:
Extensive construction related experience. An equivalent combination of experience and training sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.Knowledge of:
Construction practices, methods and materials; management practices as it relates to Storm Water Pollution Prevention; principles, methods, materials, equipment and safety hazards of construction and surveying; defects and faults in construction; basic mathematics including algebra, geometry, and trigonometry; basic soil mechanics and geology; materials sampling, testing, and estimate procedures; basic landscape and irrigation practices; engineering mechanics of structures; applicable laws, regulations, codes and departmental policies governing the construction of assigned projects; basic elements of electrical power services and controls.Ability to:
Read plans and specifications; detect and locate faulty materials and work, and determine the stage of construction during which defects are most easily found and remedied; understand and interpret engineering plans and specifications, and prepare accurate engineering records; deal firmly and tactfully with contractors, engineers and property owners; test soils, concrete, and related material samples; communicate effectively, both orally and in writing.License/Certification Required:
a valid California Driver's License by date of appointment. Driving is required for this classification. Coursework towards a Certificate in Public Works / Inspection is desirable.
