DEFINITION
Under general direction, plans, organizes, assigns, supervises and coordinates the inspection of publicly and privately constructed improvements in the City. This position focuses on the inspection of projects included in the City's Capital Improvement Program. Coordinates contract inspectors and reviews and resolves difficult and complex inspection and conflicts; provides technical staff assistance and direction; and performs related duties, as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Deputy City Engineer or Capital Improvement Plan (CIP) Program Manager. Responsibilities may include direct and general supervision of technical, professional and clerical staff, including consultants assigned to construction inspection, and indirect supervision or coordination of other City staff who participate in construction inspection, plan review, intake counter, and code compliance.
CLASS CHARACTERISTICS
This is the full supervisory-level class in the Public Works Inspector series. Incumbents are responsible for supervising and performing inspection of publicly and privately constructed improvements and plan review in the Public Works Departments. The Senior Public Works Inspector is also responsible for attempting to resolve difficult inspection and plan review issues before they reach the management level; and for developing and maintaining an effective, customer service oriented team. Coordinates, assigns, and performs inspections of all phases of a variety of public works, infrastructure, and capital improvement construction projects for conformance with plans, specifications, contract provisions, and safe work practices in accordance with City, County, and State codes; inspects materials for identification; performs routine field tests as needed. Reviews plans and specifications of assigned construction projects, including streets, storm drains, curbs, gutters and sidewalks, street and alley pavement and grading, and water and wastewater distribution, collection, and treatment systems installation and repair projects. Records amounts of materials used and work performed; prepares necessary reports for progress payments. Inspects adjacent properties for damage from construction activity. Confers with contractors and developers regarding conformance to standards, plans, specifications, and codes; explains requirements and evaluates alternatives. Consults with engineering staff regarding problems and change alternatives. Prepares and maintains daily inspection reports, progress payments, change orders, claims, and other written documentation. Takes samples of materials used; performs basic tests or submits to testing laboratories to ensure appropriate composition. Conducts pre-construction meetings with contractors and developers. Investigates resident complaints; confers with property owners regarding project schedule, hazards, and inconvenience. Schedules service interruptions with least interference and least inconvenience to properties. Inspects City sidewalks and asphalt roads for hazards in need of repair; measures and records displacements; submits locations for repair. Acts as liaison between the City, contractors, other agencies, and businesses and residents affected by projects; maintains communication among the parties and responds to and resolves issues and complaints or refers them to the proper office for resolution; prepares work orders in response to complaints. Prepares general construction and site improvement specification and plan review. Provides technical information regarding codes and compliance methods and reviews and resolves difficult and complex inspection and plan review issues and conflicts independently and with other City staff, contractors, developers, architects, engineers, and the public. Performs field inspections on special and complex code enforcement assignments. Investigates and responds to a variety of inquiries, complaints and requests for service. Evaluates processes and procedures and recommends and implements related service improvements. Reviews plans and specs to ensure that proper procedures have been carried out and ensures inspections are completed in a timely and professional manner. Participates in the development of systems, procedures, handouts, and other aids necessary to maintain and improve customer service. Represents the Division and Department at various boards, commissions and professional groups. Prepares a variety of correspondence, reports, correction notices, procedures, and other written materials. Performs other related duties as assigned. Materials, methods, principles, and practices used in public works construction, including streets, curbs, gutters, sidewalks, drainage, streetlights, and related facilities and appurtenances. Principles and practices of public works construction inspection. Basic practices of construction contract administration in a public agency setting. Applicable Federal, State, and local laws, codes, and regulations, including administrative and department policies and procedures. Technical principles and practices of engineering design, specification, and cost estimate preparation. Defects and faults in construction. Materials sampling, testing, and estimating procedures. Mathematical principles and theories. Technical report writing and preparation of correspondence. Principles and procedures of record keeping. Modern office practices, methods, and computer equipment and applications related to the work. Safe driving rules and practices. English usage, spelling, vocabulary, grammar, and punctuation. ABILITITY TO
Inspect standard capital improvement and public works projects to ensure compliance with plans and specifications. Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations. Detect and locate faulty materials and workmanship and determining the stage of construction during which defects are most easily found and remedied. Review and analyze construction plans, specifications, maps, and legal descriptions for conformance with City standards and policies. Coordinate activities with multiple contractors, engineers, and property owners. Respond to complaints or inquiries from citizens, staff, and outside organizations. Prepare and maintain accurate and complete records; prepare clear and concise technical reports. Make accurate mathematical, financial, and statistical computations. Operate modern office equipment including computer equipment and applications. Organize own work, set priorities, and meet critical time deadlines. Understand and follow oral and written instructions. Use English effectively to communicate in person, over the telephone, and in writing. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. EDUCATION AND EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to an associate degree from an accredited college in civil engineering, drafting, surveying, mathematics, or related field and sufficient years of increasingly responsible experience in public agency engineering, public works infrastructure construction, inspection or related experience, with experience in coordinating and assigning work.
LICENSES AND CERTIFICATIONS
Possession of, or ability to obtain, a valid California Driver's License by time of appointment and a satisfactory driving record. Additional Information
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing, walking and/or driving a motor vehicle between work areas and to conduct inspections may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.
ENVIRONMENTAL ELEMENTS
Employees partly work in the office and partly in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.
CALPERS RETIREMENT
: Per the Public Employees' Pension Reform Act (PEPRA), effective 1/1/13, new-hire employees will be in the Misc. 2% at Age 62 retirement formula with a 3-year final compensation. Employees must contribute 50% of the normal cost rate to CalPERS, which is currently 8.0%. Medicare Taxes are withheld, but the City does not participate in Social Security .

: Employees may select from Kaiser, REMIF, or Sutter Health plans. The City contributes a set credit amount based on coverage level.

City provides Ameritas Dental and VSP (vision) insurance at no premium cost to employee and eligible dependents.

13.5 paid holidays per year.
ANNUAL LEAVE PROGRAM
14.0 hrs/month accrual for paid time off. Accrual schedule increases with service. The maximum Annual Leave cap is 600 hours.
