The Water Utility Damage Prevention Technician assists with monitoring oversight for the Aurora Water Raw Water Infrastructure Systems. This is a key support role in the defense of the City of Aurora's raw water transmission systems, ensuring that projects affecting critical infrastructure are completed in accordance with city standards, safety requirements, and applicable regulations.PRIMARY DUTIES & RESPONSIBILITIES
Infrastructure Defense :
Act as a technician in the Watch & Protect program , conducting driving inspections and "standby" observations to prevent unauthorized or unsafe work on the city's raw water systems.Compliance & Enforcement :
Verify that all contractors have valid license agreements and locates on-site before breaking ground. Authorized to halt work when safety requirements or permit conditions are not met.Construction Oversight :
Monitor in-progress utility crossing projects, ensuring every phase complies with city codes, project plans, and safety regulations.Field Collaboration :
Participate in site walk-throughs with contractors and provide real-time updates to supervisors to resolve issues before they escalate.Accurate Reporting :
Maintain meticulous logs and digital files to track inspections, communication with other city departments, and project milestones.Technical Support :
Perform miscellaneous field tasks, including gathering site data and supporting special projects as needed to maintain system integrity.Emergency Support :
The employee must be able to work overtime and after-hours during emergency situations. An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.Education:
High School Diploma, GED, or equivalentExperience:
At least one (1) year of experience in utility construction, excavation work, construction inspection, or construction observationKnowledge:
Basic knowledge of water utility infrastructure, including pipelines, valves, and related facilities used in raw water transmission systems Basic knowledge of construction practices and excavation activities associated with utility installation and maintenance Basic knowledge of utility damage prevention practices and the purpose of state one-call/locate systems (e.g., 811) Basic knowledge of workplace safety practices related to construction sites and excavation activities Basic knowledge of applicable city codes, standards, and procedures related to construction near municipal utility infrastructure Basic knowledge of recordkeeping and documentation practices used in field inspections and monitoring activities Familiarity with common construction terminology and equipment used in utility construction projectsSkills:
Skill in observing construction activities and identifying conditions that may pose risk to underground or surface infrastructure Skill in maintaining accurate field notes, inspection logs, and electronic records Skill in communicating clearly with contractors and city staff in field environments Skill in reading and interpreting basic construction drawings, maps, or utility alignment information Skill in using common office and field technology, including tablets, mobile devices, cameras, and basic computer software Skill in gathering and documenting field information in a clear and organized mannerAbilities:
Ability to establish and maintain effective working relationships with employees, other departments, contractors, developers, and citizens Ability to monitor construction and excavation activities and identify potential impacts to water utility infrastructure Ability to verify required documentation, permits, and locate markings prior to excavation activities Ability to follow established procedures and exercise sound judgment when observing unsafe or non-compliant work activities Ability to write detailed reportsLicenses and Certifications Required:
Must possess a valid Colorado driver's license and be able to operate a city vehicle, or otherwise demonstrate ability to meet the transportation requirements of the positionWORKING CONDITIONS

Operates motor vehicles, field tablets, and personal computers Operates measuring equipment such as tapes, levels, and cameras This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026.
