Under general supervision, this position is responsible for accepting, reviewing, distributing, and processing building permit documents and ensuring compliance with building codes and regulations. Provides customer service at the front counter, by phone, and via email regarding building permits and the ability to determine general inquiries to assist the public to the correct department. Maintains department information, reports, plans, applications, permits, and related inspection documents; prepares reports, logs, and records as needed. Assists contractors, homeowners, and the public with building code and permit inquiries; assists customers with complex permit and process questions. Prepares and issues Certificates of Occupancy; receives completed Certificate of Occupancy paperwork and coordinates department approval. Compiles monthly building permit reports; maintains records and verifies documents are retained for required periods and are available for review. Reviews forms, permit applications, and records for accuracy in preparation of processing and issuing permits; communicates fee structure information and calculates appropriate permit fees. Conducts research on development history, addressing, permitting, and special projects; responds to public records and staff requests. Completes daily cashiering. Attends professional development classes, seminars, conferences, and workshops necessary to maintain certifications and competence. Performs other related duties as assigned. The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered. Requires a high school diploma or GED supplemented by two (2) years of clerical or customer service experience. Experience in a municipal or community development setting is preferred. Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history. Employees within the Permit Technician position series are eligible to participate in a self-initiated progression program for promotional advancement through technician levels. Below are the distinguishing characteristics for each level: Permit Technician I This is an entry-level position, focused on service and administrative processing. Duties associated with this position are typically guided and generally procedural. Permit Technician II This position is distinguished from the Permit Technician I role by demonstrating greater independence, deeper technical knowledge and analytical judgment. This position may provide limited oversight and/or mentorship to entry-level staff, may recommend process improvements, and more regularly coordinates with other departments and/or external agencies. This level requires three (3) years of progressively responsible experience in building division permitting, or customer service within a municipal or public sector environment. This level requires the possession of the following certification: International Code Council (ICC), Permit Technician. An equivalent or similar certification may be considered. Employment Standards The requirements listed below are representative of the knowledge, skill, and/or ability required. Knowledge of current office practices and procedures. Knowledge of relevant town, state, and federal laws, regulations, and policies. Knowledge of modern office practices and procedures or creation of standard operating procedures. Skill in the use of computers and various software programs. Skill in the operation of computers and other types of modern office equipment. Skill in verbal and written communication. Ability to operate small office equipment, including copy machines or multi-line telephone systems. Ability to review, interpret, and analyze maps, graphs, site plans, and regulatory documents. Ability to provide efficient and positive customer service. Ability to perform cashier duties accurately. Ability to work with minimal supervision and specific direction. Ability to establish effective working relationships. Ability to identify problems and suggest workable solutions. Ability to perform basic math functions. Ability to provide a positive customer service attitude towards all people entering the facility. Ability to pass a pre-employment background check.

General and Sensory Requirements The employee is regularly required to sit, stand, walk, reach with hands and arms, and use hands and fingers to handle or operate objects, tools, or controls. Duties may also require stooping, kneeling, crouching, crawling, climbing stairs or ladders, and maintaining balance. The employee must be able to talk and hear effectively, both in person and over the phone, and must be capable of operating a vehicle if required by the role. Vision requirements include consistent near and far visual acuity, depth perception, peripheral vision, and the ability to adjust focus to allow a broad field of vision. Light Physical Demands This position is primarily sedentary in nature. The employee must be able to exert up to twenty (20) pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Environment Physical presence onsite is required. Work is primarily performed in a climate-controlled office environment. The noise level is typically quiet.
