Under general supervision of the Public Services Director, this position is responsible for enforcing Town codes, ordinances, and environmental regulations, including stormwater compliance requirements, for residents, businesses, and development activities within the Town of Howey-in-the-Hills. The employee receives and investigates complaints, processes violations, and provides recommendations to resolve issues related to code enforcement and stormwater management. Responsibilities include conducting field inspections of private and public property, development sites, and stormwater infrastructure to ensure compliance with applicable regulations, permits, and Best Management Practices (BMPs). This position performs routine patrols, identifies violations, issues warnings and citations, detects illicit discharges, and monitors drainage systems such as pipes, ponds, and ditches. The employee must exercise a high degree of initiative and independent judgment, maintain accurate documentation, and prepare cases for presentation before the Code Enforcement Special Magistrate. The position also provides assistance and guidance to the public regarding compliance with Town codes and stormwater regulations. Essential Job Functions (examples, not all-inclusive): o Enforce all aspects of the Town's codes, ordinances, and stormwater regulations. o Conduct field inspections of residential, commercial, and development sites, public rights-of-way, and stormwater infrastructure. o Conduct lot grading inspections for all single-family residential properties and verify code compliance. o Identify code violations, erosion control deficiencies, and non-compliance with permits or BMPs. o Issue written and/or verbal notices of violations. o Respond to complaints regarding code violations, nuisance conditions, flooding, drainage concerns, and water quality issues. o Inspect for and investigate illicit discharges into the storm sewer system and take corrective action. o Ensure compliance with NPDES (National Pollutant Discharge Elimination System) permits and environmental regulations. o Prepare and compile reports to ensure compliance with NPDES (National Pollutant Discharge Elimination System) permit requirements. o Monitor stormwater systems for pollutants, turbidity issues, and maintenance needs. o Inspect construction sites for proper erosion and sedimentation control measures. o Research and interpret codes, permits, plans, plats, and environmental regulations. o Review business signage for compliance with Town codes. o Remove signs or obstructions from public rights-of-way as necessary. o Gather evidence and take photographs to document violations and site conditions. o Maintain accurate records, inspection reports, case files, and compliance documentation. o Prepare legal notices, reports, and cases for Special Magistrate hearings. o Present evidence and testify in legal proceedings as required. o Coordinate with the Town Attorney on enforcement cases. o Communicate and collaborate with Town departments, contractors, developers, regulatory agencies, and the public. o Serve as essential personnel during emergencies or natural disasters. o Perform other related duties as assigned.Additional Position Functions:
o Attend conferences, meetings, and hearings as required. o Assist in drafting and implementing programs and procedures related to code enforcement and stormwater management. o Perform related duties as directed when such duties are a logical and appropriate assignment to the position.Minimum Qualifications:
o High School diploma or GED equivalent. o One (1) year of experience in code enforcement, construction inspection, environmental compliance, or a related field. o Must obtain one (1) level of Florida Association of Code Enforcement (FACE) Certification within one (1) year of hire and complete remaining levels within three (1) years. o Must obtain Florida Stormwater, Erosion, and Sedimentation Control certification within one (1) year of employment. o Must obtain NIMS ICS-100 and IS-700 certifications within six (6) months of employment. o Must possess a valid Florida Driver's License and maintain a good driving record. o Work schedule may include evenings and weekends. o Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint) required. Required knowledge, skills and abilities include: o Knowledge of local, state, and federal laws, codes, ordinances, and environmental regulations. o Understanding of stormwater management principles, erosion control practices, and basic civil engineering concepts. o Ability to read and interpret construction plans, blueprints, zoning maps, plats, and technical documents. o Knowledge of inspection procedures, investigative techniques, and case management practices. o Ability to detect illicit discharges and evaluate stormwater system conditions. o Strong recordkeeping, reporting, and documentation skills with attention to detail. o Ability to use GIS, mapping tools, computers, and photography equipment. o Strong verbal and written communication skills. o Ability to exercise independent judgment and make sound decisions. o Ability to organize work, prioritize tasks, and meet deadlines with minimal supervision. o Ability to establish and maintain effective working relationships with staff, officials, contractors, and the public.Physical Requirements:
o While performing the essential functions of this job, the incumbent is regularly required to lift, move or carry objects up to 35 pounds; utilize feet and legs or hands and arms; maintain body equilibrium to prevent falling when walking, standing, crouching, or navigating surfaces; bend body downward and forward by bending spine and legs; move about on hands and knees or hands and feet; use hands to finger, handle or feel objects; and to reach with hands and arms. o Ability to drive Town vehicle. o While performing the essential functions of this position the employee is frequently exposed to fumes, odors, or airborne particles, toxic or caustic substances, excessive noise, temperature extremes, vehicular traffic, dampness/humidity, confrontational persons, animals, and various forms of wildlife. Requires work outside in all weather; requires investigations of health hazards, unsafe structures, walking through overgrown areas.
