POSITION SUMMARY
The work of this position involves the inspection of construction sites to ensure compliance with County and State regulations and codes. The incumbent in this position is required to obtain Inspector IB certification through the Georgia Soil and Water Conservation program within 6 months of employment. Guidelines include Federal and State Regulations, County Code of Ordinances, construction specifications, and Soil and Water Conservation Regulations. The guidelines are relatively clear and specific, but may require some interpretation. The work is made difficult because of the need to effectively communicate regulations and compliance issues to contractors, developers, permittees, county staff, citizens, and other applicable parties. Work is performed mostly outdoors and occasionally in cold or inclement weather. The work exposes employee to dust, dirt, grease, etc., and sometimes to machinery and its moving parts. Work requires use of protective devices such as gloves and hard hats. Physical demands include sitting, standing, walking, bending, crouching, stooping and climbing. Work requires lifting both light (less than 25 pounds) and heavy (more than 25 pounds) objects. Contacts are typically with contractors, engineers, developers, utility companies and co-workers.
PRINCIPAL ACCOUNTABILITIES
Conducts inspections of land disturbing activities involving clearing and grading operations in addition to erosion and sedimentation control best management practices. Inspections will apply and assess compliance with the Manual for Erosion and Sediment Control in Georgia (the Green Book), Conducts inspections of subdivision and single family construction performed by general contractors. Inspections will apply and assess compliance with the field manual for erosion and sediment control in Georgia (the Green Book), Columbia County Code, Georgia Environmental Protection Division Construction Permits, and other regulations, codes, and specifications that apply to the project. Inspections will apply and assess compliance with the project approved Erosion, Sedimentation, and Pollution Control engineered plan. Completes and submits daily reports of work completed on projects within their assigned area or as requested. Processes all records relevant to inspections and investigations in a timely manner. Responds to complaints by citizens; evaluates same to determine County responsibility. Issues written violations, to include citations, for non-compliance with County, Federal, and State regulations, codes and specifications. Maintains effective working relationships with other departments, utility companies, contractors, developers, engineers, and the general public. Supports all aspects of E&S inspection and violation processes. Supports the E&S program and Stormwater Compliance Department. Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Ability to understand and apply knowledge of Federal, State and County codes, laws, regulations, and ordinances relating to land disturbance. Ability to read and apply the Best Management Practices set forth in the Manual for Erosion and Sediment Control in Georgia (Green Book). Skill in reading and interpreting plans/maps and specifications of engineering construction and knowledge to determine whether plans are being followed. Skill in maintaining effective working relationships with elected officials, co-workers, contractors, engineers, developers, utility companies, and the general public. Ability to communicate effectively both orally and in writing.
DESIRABLE TRAINING AND EXPERIENCE
High School diploma or equivalent and one year specialized training or experience in the engineering or construction field is desired. Inspector IB certification through the Georgia Soil and Water Conservation programs is required within 6 months from date of hire. A valid driver's license is required. A combination of education and/or work experience may be substituted for minimum requirements.
