Job Description

General Definition of Work Performs code enforcement activities (building, nuisance, and zoning) as assigned by the Compliance Manager, Director, or its designee. Performs intermediate skilled technical work performing permit reviews and field inspections of residential, commercial and industrial facilities and sites for compliance with zoning, building, plumbing, electrical and mechanical codes. Performs compliance reviews and inspections for sign permits and temporary use and event permits. Profecient in preparing and maintaining files; preparing reports; and related work as apparent or assigned. Assist in inspection of sites, buildings, and other related tasks. Work is performed under the supervision of the Compliance Manager. Qualification Requirements To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Essential Functions Communicates professionally in writing and verbally. Performs field inspections and re-inspections of residential and commercial facilities for compliance with zoning, building, plumbing, mechanical and electrical codes. Conducts plan reviews for residential structures, signs, and temporary use and event permits. Researches building code, nuisance code and zoning code violation issues. Receives complaints regarding code and ordinance violations and manages enforcement matters. Answers questions from private citizens, contractors and builders in regards to code regulations. Issues warnings and takes appropriate action; issues stop work orders or court notices when authorized by supervisors. Maintains records and databases regarding all activities and prepares reports of activities as assigned. Accurately and proficiently operate electronic programs. All other duties assigned by the Director or Compliance Manager. Knowledge, Skills and Abilities General knowledge of zoning laws and practices, general knowledge of building and construction industry; ability to interpret and administer codes, laws and ordinances; ability to manage conflict with and among violators; ability to read and interpret plans, specifications and blueprints; ability to solve problems within scope of responsibility; ability to demonstarte empathy while maintaing firmness and tact in enforcing ordinances and codes; ability to professionally communicate with property owners, contractors and the public to develop satisfactory working relationships; ability to maintain computer files and databases related to work activities. Education and Experience High school diploma or GED and considerable experience in customer service, in addition to at least one of the following: planning, zoning, or land use practices; the building construction trade; code enforcement; permit review or equivalent education and experience. Bachelor's degree preferred. Physical Requirements This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires walking, frequently requires sitting, speaking or hearing, reaching with hands and arms and repetitive motions and occasionally requires standing, using hands to finger, handle or feel, climbing or balancing, pushing or pulling and lifting; work has no special vision requirements; strong vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g., business office, construction site, outdoors, light traffic). Special Requirements Valid driver's license in the State of Indiana. The ability to complete basic planning/zoning training, as provided by the Department, within one (1) year
