OF POSITION
PHPA, Center for Tobacco Prevention and Control Baltimore, MD 21201 Main Purpose Of Job The main purpose of this position is to be responsible for the daily planning, routing andpletion of FDA tobacco inspections and ensuring the required number of inspections arepleted each month as outlined in the FDA Contract. This position will collect, secure and deliver all evidence in accordance with
FDA/CTPC
Chain of Custody Procedures and will collect inspection data and transmit it electronically after each inspection via iPhone into the federal secure database. This position will, when required, recruit suitable underage purchasers and train and supervise them to ensure they follow inspection protocols. This position will collaborate with the FDA legal team for nonpliant tobacco retailer hearings and provide declarations, testimony and evidence. This position will safely and securely handle evidence and manage the monthly distribution of cash advances for underage purchasers and reconcile funds with the CTPC Fiscal Officer and Tobacco Program Administrator on a monthly basis. This position will perform other duties as assigned by a supervisor. This position will perform duties in Anne Arundel, Howard, Baltimore, Harford and Carroll counties and Baltimore City. This position will require travel to additional areas including Cecil, Kent, Queen Anne's, Caroline and Talbot counties. The applicant should live in or near these areas or be able to travel to them daily. This position requires daily use of a personal vehicle and maintaining a suitable vehicle for travel throughout the assigned coverage areas. This position requires a valid driver's license in good standing, vehicle insurance and successfulpletion of FDA mandated background checks and training. This position requires flexibility in work hours including the ability to work after school hours and on weekends as necessary. Applicants selected for interviews will be required to submit a copy of their MVA driver's license record.
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
Four years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as amissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher rankingmissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following: 1. Experience planning, routing andpleting field-based inspections or similar assignments. 2. Experience collecting, entering and transmitting data accurately using electronic systems or mobile devices. 3. Experience handling, securing and maintaining the chain of custody for evidence or sensitive materials.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
