The Prince George's County Department of Permitting, Inspections, & Enforcement is currently seeking qualified applicants to fill an Engineer 1G grade G24/27 position in the Site Road Plan Review Division.
About the PositionThis position provides entry level engineering and administration support the Small Wireless ability, NPDES, and the Utility Sections within the Division of Site/Road Plan Review, OPIE. The incumbent provides engineering support to the Small Wireless Facility and the Utility Permit Sections. Responsibilities include but are not limited to plan review of small wireless facility, utility permits in the right-of-way, paving, processing/reviewing other site road permit related cases. The incumbent ensures that permit plans and engineering documents comply with Federal, County and State Regulations. Coordination with agencies, departments, small wireless facility carriers and utility companies is required. Work is performed under the supervision of the Engineer V, Chief of the Traffic/Utility/Bridges/NPDES/W&S Planning/Right-of-ay Section. It is important to understand that OPIE is a service agency. As such, this position requires the incumbent to be physically and medically capable of working both inside and outside in extreme weather conditions (heat/cold, wet/humid, snow/ice, and/or dry/arid conditions). Incumbent is required to be both physically and medically capable of remaining in a stationary position, either sitting at a computer terminal, standing at a service counter or in a mobile position or as deemed necessary.

This position requires the incumbent to be capable of lifting, pulling, or carrying items that exceed five (5) pounds, as well as moving office supplies and equipment that weigh up to thirty (30) pounds. Please be advised that regardless of the incumbent's normally assigned duties, this position requires the incumbent to be willing and both physically and medically capable of working overtime and on weekends for special program events. This position description is subject to change at any time. Employees in specific positions are required by the Office of Ethics and Accountability (OEA) to file annually a confidential Financial Disclosure Statement (FDS) based on the responsibilities associated with his/her position. In addition, the agency Director has the discretion to identify an employee to file. Tfore, if you are notified that you must file an FDS, please comply within the required timeframe. Furthermore, if an employee has secondary employment, he/she must complete the required form and obtain approval from the Director or designee. Refer to Administrative Procedure 152 - Board of Ethics Policy on Secondary Employment and ensure compliance with the procedure.

- Ensures all plan reviews are in full conformance with latest accepted standards (Federal, SHA, County, WSSC, AASHTO, AISC, etc.) and codes.
- Objectively reviews submissions. Can ascertain missing or erroneous design requirements with a good degree of accuracy.
- Exercises sound judgment when analyzing data and preparing alternative solutions to problems and recommends the best and/or most cost-effective solution.
- Assist supervisors and section managers in ensuring engineering plans are complete and thoroughly reflect the County's intent for construction.
- Strives to provide alternative solutions to problems, recommending the best or most cost-effective solution, when applicable.
- Ability to reference the AASHTO, FHWA, MOSHA, County and applicable industry design standards in reviews.
- Transmits clear, concise comments in memoranda and/or on plans within due dates.
- Objectively performs investigations in sufficient detail to properly identify relevant issues and fully documents conditions encountered.
- Makes recommendations in accordance with accepted standards and Departmental policy.
- Prepares alternative solutions to problems recommending the best solution, when applicable.
- Completes assignments within assigned due dates or approved extensions.
- Ensures peer reviews are completed within 2 weeks (1st review) and 1 week (2nd review). Ensures that OPIE reviews after peer reviewer and valid prior to release.
- Ensures that peer reviewers are not approving non-standard or non-code compliant aspects of projects.
- Monitor status of ePlan cases. Monitor accuracy of ePermits, ensuring completion of workflows, entering of essential information into ePermits, and saving of necessary plans and information to ePermits and shared locations.
- Keep an accurate log for all application reviews.
- Provides assistance as required/requested by inspection staff.
- Closes permit after inspector provides notice.
- Ensures log in and log out of all permit submittals. Ensures completion of plan/permit review within the Department due dates.
- Maintains a thorough awareness of various local agency requirements obtaining the required approvals for assigned design projects.
- Provides an accurate written account of all Meetings, hearings and follows-up with appropriate action.
- Effectively transmits pertinent transportation information to Department staff and other County and State agencies and elected officials.
- Prepares for meetings, determines status of projects and/or permits in advance of meeting. Brings necessary plans, agendas, exhibits or materials to enable productive and efficient meetings.
- Maintains a courteous positive working relationship with customers, citizens, the development community, staff members, other agencies, and elected officials.
