Job Description

Job Summary:
This position ensures compliance with the City of Roseville Public Nuisance Code, Building Maintenance and Preservation Code and specific Zoning Ordinance provisions; through interpretation, education, inspection, conflict resolution and enforcement. Anticipated work schedule of 40 hours per week, Monday-Friday, 8:00 a.m. - 4:30 p.m.
Position timeline:
End of school year to start of school year (May-August 2026)
Scope of Responsibility:
Inspects exterior of properties for compliance with City public nuisance codes and the Building Maintenance and Preservation Code; ensuring violations are brought into compliance within established performance standards. Prepares non-compliant cases for the City's abatement process. Works under general supervision and has no budgetary or supervisory responsibility. Conducts Neighborhood Enhancement Program inspections to identify public nuisances and property maintenance violations: Conducts inspections and investigations in conformance with established performance standards; enforces public nuisance and building maintenance provisions of the City Code through letters and notices; prepares abatement/citation actions for City Council; and, ensures resolution and compliance within established performance standards. Communicates with property owners, residents and others to educate, explain and interpret public nuisance codes, property maintenance/preservation codes, related city codes and ordinances. Documents all field inspections and office activities in a manner that maintains accurate daily records. Assists in building inspection department activities: Provide customer service to the public on a daily basis by answering phones, scheduling inspections, and responding to questions. Maintain necessary files and records. Performs other duties as apparent or assigned. The City of Roseville is dedicated to promoting diversity and inclusion in our workforce. Minimum Qualifications:
High School Diploma / GED. Minimum 18 years of age. Valid Minnesota driver's license. Excellent organizational and customer service skills. Communicates well verbally and in writing with attention to detail. Ability to work independently or in a group setting.
Desired Qualifications:
Experience with building codes, construction management, public administration nuisance codes or other closely related field. Familiar with Microsoft programs (e.g. Word, Excel, Outlook, etc.). The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Work is divided between field inspections and the office. Requires significant physical effort moving between 25-60 pounds, less than 15% of the time. Requires a high level of attention to detail between 15 - 45% of the time. Must perform the physical actions necessary to conduct inspections. Ability to walk long distances.
