POSITION SUMMARY
The Codes and Building Official performs a wide variety of duties involved in plan review, building inspections and in the investigation of potential violations and the enforcement of municipal codes, ordinances, regulations, and the building and zoning codes. As the City Building Inspector, this position performs responsible inspection of residential structures requiring technical skills and knowledge related to the interpretation of the uniform residential codes and conducts regular plan reviews of all residential construction in the City. As the Codes Enforcement Official for the City, this position performs office and field work involving the inspection, investigation, and enforcement of applicable codes and ordinances pertaining to nuisances and related quality of life and public safety issues. In addition, this position communicates and interprets codes and policies to the public, contractors, architects and engineers with the goal of avoiding or resolving any violations of the City's codes and regulations.

Annual Salary of $46,696.00

ESSENTIAL POSITION FUNCTIONS
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed, only a representative summary of the primary duties and responsibilities of this position.
  • Conducts inspections in all aspects of residential building and City projects to ensure compliance with City Codes, ordinances, and regulations, including but not limited to: 1. Electrical 2. Foundation 3. Structural 4. HVAC 5. Plumbing 6. Natural Gas
  • Enforces all City orders, bulletins, directives, memorandums, policies, codes and ordinances.
  • Conducts regular plan reviews of all residential construction in the City as well as some commercial construction.
  • Attends all bidding process and preconstruction meetings of City capital projects.
  • Responds to inquiries and concerns on nuisance and code enforcement activities for the general public.
  • Responds to complaints related to violations of City codes and ordinances, including conducting inspections and photographing nuisance conditions and code violations, issuing notices of violations, creating and completing follow-up inspections when necessary, working with violators to identify viable solutions, and issuing citations if necessary, following the established legal process.
  • Proactively inspects residential properties, commercial businesses, and vacant lots when able; ensuring compliance with applicable nuisance, temporary signage and public safety regulations. and performs follow-up inspections as necessary, issuing notices of violations as necessary.
  • Initiates research of ownership records to assist in the investigation of complaints.
  • Initiates contacts with residents, business representatives and other parties to explain the nature of incurred violations and establish compliance requirements with municipal codes, ordinances, and community standards.
  • Prepares notices of violation or noncompliance and citations according to applicable codes and regulations and issues letters to property owners notifying them of violation(s).
  • Prepares non-compliance case information for legal action when requested. Testifies in court or administrative hearings as needed.
  • Maintains files and records related to citations and violations, prepares written reports, memorandums and correspondence.
  • Maintains and updates records, logs, and reports utilizing knowledge of principles of record keeping and reporting.
  • Utilizes GovWell software (or applicable software) to address, record, and track code violation complaints, upload photographs of nuisance conditions, complete inspections, and track enforcement workflows.
  • Ensures business license compliance throughout the City of Greenwood through active inspection of businesses operating and conducting business activity within City limits.
  • Provides updates and routine summary reports to the City Administrator and Board of Aldermen on the status of the code enforcement program and open building permits in the City.
  • Provides on-call assistance as requested.
REQUIRED JOB COMPETENCIES 1.
Knowledge of municipal building safety codes, related laws and ordinances, and the uniform building code as adopted by the City. 2. Knowledge of proper filing procedures and record keeping management. 3. Ability to identify occupational hazards and provide safety precaution information to the different trades. 4. Ability to interpret city codes and give instructions to contractors, architects, engineers, builders and the public. 5. Ability to understand, interpret, and work from technical documents such as plans, codes, sketches, specifications and diagrams. 6. Knowledge of building construction materials and standard building construction practices. 7. Skill in interpreting the building safety codes to the public, staff, local, State and Federal agencies, and to professionals in the development and construction community. 8. Ability to understand, apply and enforce building codes and ordinances to a variety of situations. 9. Ability to maintain a professional demeanor when dealing with the public and others. 10. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision. 11. Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. 12. Ability to perform mathematical calculations. 13. Ability to understand and effectively carry out verbal and written instructions. 14. Ability to express ideas verbally and in writing. 15. Ability to maintain confidentiality. 16. Ability to prepare and maintain accurate and concise records and reports. 17. Ability to analyze facts and to exercise sound judgment in arriving at conclusions.
MINIMUM AND PREFERRED EDUCATIONAL & EXPERIENCE REQUIREMENTS

  • An associate's degree in a related field is preferred for the position.

  • Two years experience in building construction or two years of vocational technical training in the Building Trades
  • Possesses certification per Standard Building Codes as a Building Inspector or ability to obtain the certification within 12 months of employment.
  • Certification as an ICC Certified Code Enforcement Officer (CCEO) is preferred but not required for the position.

  • The employee will be required, at times, to work in highly precarious places, near moving mechanical parts, near fumes, airborne particles, toxic or caustic chemicals, near strong vibrations and may be at risk of electrical shock.
