Job Description
CONSTRUCTION INSPECTOR I
Starting Salary:
$49,553.86- Mid $61,557.
JOB DESCRIPTION
The purpose of this position is to inspect, manage, and ensure that all work performed within the County right-of-way and new construction meets St. Charles County specifications, regulations and codes. The work is performed under the supervision of the Chief Inspector. Inspects installation of new storm sewer systems, roadway subgrades, asphalt and concrete paving, storm water detention/retention, pavement joint cleaning and sealing, rip-rap installations, water jetting or compaction of trench backfill, and other incidental construction associated with new subdivision development and maintenance contracts for compliance with plans and specifications. Inspects and approves or rejects concrete and/or asphalt street replacements and treatments. Keep and maintain accurate written records for quantities, dimensions, and daily/weekly/monthly totals of all items in roadway maintenance contracts, keeping within a defined budgeted amount. Tests plastic concrete for proper characteristics regarding slump, air content, etc. Checks streets by core drilling for proper material depth. Determines approval, penalty, or replacement. Identifies, calculates measurements, records and marks out work to be performed under maintenance contracts. Compiles construction deficiency lists for Chief Inspector. Gathers and prepares road inventory data for contract documents and county road inventory program. Investigates complaints regarding public right-of-way conditions. Discusses situations with involved parties and reports results to supervisor. Inspects work done on public right-of-way for compliance with Special Use Permit conditions. Meets with residents to address concerns. Operates heavy equipment and assists in snow and ice removal from roadways when needed. Performs routine equipment maintenance and repairs. Performs other duties as assigned.REQUIREMENTS

High school diploma or equivalent.Certifications:
A valid class B commercial driver's license with air brake endorsement required.Job Experience:
3-5 years road or public works construction/maintenance experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Knowledge, skills, and abilities: Knowledge of St. Charles County highway standards and specifications and the Unified Development Ordinance in St. Charles County. Basic skills in operation of computers, and portable computer devices along with working knowledge of Microsoft Word, Excel, and Outlook. Must have excellent oral and written communication skills. Must be self-motivated and willing to improve their knowledge and skills. Ability to read, interpret, and understand engineering plans, drawings, and details.CONSTRUCTION INSPECTOR II

The work is performed under the supervision of the Chief Inspector. Plans work schedules, assigns responsibilities, handles reporting and paperwork requirements, and supervises the work of Construction Inspector I positions in the absence of Chief Inspector. Identifies, calculates measurements, records, and marks out work to be performed under maintenance and repair contracts. Calculates dimensions and quantities of materials needed and/or used in maintenance construction projects such as pipe, concrete, asphalt, rock, and milling operations. Performs inspections and prepares deficiency lists for Escrow releases and acceptance of improvements for Chief Inspector. Inspects installation of new storm sewer systems, roadway subgrades, asphalt and concrete paving, storm water detention/retention, pavement joint cleaning and sealing, rip-rap installations, water jetting or compaction of trench backfill, and other incidental construction associated with new subdivision development and maintenance contracts for compliance with plans and specifications. Manages and inspects applications of various pavement preservation treatments such as asphalt rejuvenator, asphalt sealer, friction seals, micro-surface, and high-density mineral bond treatments to county roads. Recommends adjustments to construction materials within specifications (concrete, asphalt, surface treatments, etc..,) based on field testing, observation, and meteorological conditions. Inspects and approves or rejects concrete and/or asphalt street replacements and treatments. Tests plastic concrete for proper characteristics regarding slump, air content, etc. Checks streets by core drilling for proper material depth. Determines approval, penalty, or replacement. Inspects work done on public right-of-way for compliance with Special Use Permit conditions Meets with residents to address concerns. High school diploma or equivalent required. Supplemented by two years of related technical or college training in engineering technology, civil engineering, construction management, or related field preferred.Certifications:
Must have advanced training and certification as recognized by the American Concrete Institute includingASTM C172, ASTM C1064, ASTM C143, ASTM
C231, andASTM C31. A
valid class B commercial driver's license with air brake endorsement required.Job Experience :
5-7 years road or public works construction/maintenance experience. 3 years of construction inspection experience. Knowledge, skills, and abilities: Knowledge of St. Charles County highway standards and specifications and the Unified Development Ordinance in St. Charles County. Must have excellent oral and written communications skills. Basic understanding of land surveying terminology, property descriptions, elevations, grades, and slopes. Ability to read, interpret, and understand complex engineering plans used in road project and drainage construction. Skill at arriving at cost estimates for varying public works projects. Skills in operation of computers, and portable computer devices along with working knowledge of Microsoft WORD, EXCEL, and OUTLOOK. Ability to use and understand "Citizenserve" software Working knowledge of ADA construction guidelines and Public Right of Way accessibility guidelines (PROWAG). Any combination of education and experience that provides equivalent knowledge, skills and abilities may be considered.
