The ROW Inspector plays a critical role in ensuring compliance with approved plans, city ordinances, codes, and construction standards in the city right-of-way and utility easements. Reporting to the Service Department Superintendent, the Public Right-of-Way Inspector will be chosen on the basis of their qualifications and experience in the areas of work specified by this description. This is a part-time position offering flexible, Monday through Friday hours, up to 28 hours per week.

Requirements:

Must be 18 years of age and possess a high school diploma (or equivalent). Must have a minimum of 5 years' experience as a construction inspector, project manager, or related profession Must possess a valid Ohio driver's license and maintain insurability under the City's vehicle insurance policy. The City of Grove City is a Drug Free Workplace. All candidates who receive an offer of employment will be required to undergo testing for commonly used drugs, including marijuana.

Qualifications:

Has basic understanding of civil engineering principles and a working knowledge of Ohio regulations as they relate to traffic control and construction. Experienced with municipal Right-of-Way programs and coordination with private utility companies. Skilled in reading and interpreting plans and engineering specifications. Experienced with inspection or design of site drainage. Has proven ability in written and oral communication. Has the ability to establish and maintain effective working relationships with public officials, civic leaders, city staff, and residents. Essential Functions of the Position The Right-of-Way inspector shall have the following duties under the supervision of the

Public Service Superintendent:

Process all public right-of-way permits and easement encroachment permits in a timely manner; communicating with the permit applicant throughout the process; seeking assistance, when necessary, with interpretation of the city's codified ordinances and regulations where they pertain to these permit applications. Exhibit the ability to work independently and oversee the work of multiple contractors on several projects at the same time. While the primary function of the Public Right-of-Way Inspector is to oversee the work of contractors on private utility installation projects they may also be called upon to assist in other areas of inspection such as the inspection of the installation of public utilities, construction of roadways and commercial site work. Inspect all public right-of-way projects with an emphasis on safety and compliance with OSHA regulations. Demonstrate regular attendance. Develop and/or improve upon the city's Right-of-Way program. Coordinate with other city departments. Investigate and address resident complaints. Assist other service department staff and subcontractors in performing inspections of sediment and erosion control measures, particularly on projects where the infrastructure has been accepted, and homes are currently being constructed. Perform daily inspections of the city right-of-way to verify that all work in this area is permitted and lawful; verifying that all contractors have permits and are executing the work as approved by the terms of their permit; verifying that all work affecting traffic on city streets is performed using appropriate traffic control measures. Coordinate with private utility providers concerning general maintenance of infrastructure in the city ROW (i.e. waterlines, hanging wires, broken pedestals, orphaned utility poles); maintain a private utility contact list. Perform post-completion inspections of projects within the right-of-way, ensuring that all areas disturbed with project activities have been restored to standards acceptable to the city. Interact with the Grove City IS/GIS departments to maintain up-to-date online ROW information. Obey and promptly execute all directives of the Administrative Assistant. Working Conditions and Equipment Operated The employee has exposure to undeveloped work sites, chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); ascends and/or descends stairs; occasionally required to lift, carry, push or pull objects 25 lbs. or less, and may be exposed to vehicular traffic when working in the public right-of-way.
