TOTE Services is seeking a qualified individual to serve as a Cross Functional Inspector under the Vessel Construction Management (VCM) contract to build, outfit, and deploy the National Security Multi-Mission Vessels (NSMV) for the Maritime Administration (MARAD). This position will be in Philadelphia, PA at Philly Shipyard, Inc and will report directly to the TOTE Services Chief Inspector. The Cross Functional Inspector will provide technical expertise in various aspects of the shipbuilding process to ensure quality, workmanship, contract compliance and system performance throughout the entire building period. The selected candidate must also demonstrate a deep commitment to safety by supporting and adhering to a shipyard safety program that aligns with TOTE Services' core values and organizational objectives. Essential Duties and Responsibilities :
The Cross Functional Inspector must demonstrate a broad knowledge of shipbuilding disciplines and processes but is not required to be an expert in any particular discipline. The individual will represent TOTE Services in matters of NSMV construction oversight and verification, which may include installation and testing of the following disciplines: Steel Hull Structures, Welding and Non-Destructive Testing (NDT) Surface Preparation and Coating Piping Systems Electrical Cable and Equipment Propulsion and Auxiliary Machinery/Systems Fire/Lifesaving Systems and Equipment Deck Equipment Accommodation Area Outfitting and Systems Dock and Sea Trial Operational Testing The individual will cooperate with a team of subject matter experts and will be asked to conduct the following fundamental duties as related to several, if not all, of the aforementioned activities: Promote the TOTE Services safety culture and adhere to all safety guidelines while conducting inspection activities. Make safety a priority in everything we do. Study relevant production drawings, standards, specifications and testing procedures in preparation for daily inspections, validate design changes, and assist with the resolution of technical issues. Spend approximately 80% of each day performing both scheduled inspections and periodic shipyard patrol to verify and document the production and performance of the vessel, its systems, and equipment. Attend Dockside testing and Sea Trials as required to support final testing and commissioning of the ship's systems. Develop and maintain relationships with key stakeholders, including USCG, ABS, and the shipyard. Populate and manage documentation of construction inspections and keep records of inspection outcomes.

Education:
High School Diploma or GED required. A Bachelor's degree in Marine Engineering, Naval Architecture, or a related field is preferred. In lieu of a degree, a minimum of 10 years of relevant work experience will be considered.
Soft Skills:
Strong analytical and problem-solving abilities. Ability to work independently and as part of a team. Strong organizational and time management skills. Ability to read and interpret ship construction drawings Excellent written and verbal communication skills. Proficient with Microsoft Office Programs Ability to work independently and under limited supervision.
Working Conditions:
Must be able to access all work locations, including government and private shipyards and/or vessels. Daily inspections require entering confined spaces, climbing ladders, working at heights, walking on scaffolding, observing use of tools and equipment/machinery. Physical agility must allow for bending, reaching, climbing, crawling, and working on ladders and scaffolding. Must be physically able to walk to all shipyard locations. Must be able to lift 25 pounds of weight. Visual parameters require the ability to see up close, at a distance and peripherally, with excellent depth perception and color recognition. While performing the duties of this job, the employee is occasionally exposed to vapors, gases, dust, welding/burning fumes, and smoke. Must be able to spend up to 80% of time in an outdoor shipyard environment in all climates. The noise level is usually moderate to extremely noisy 90% of the time, which may include sirens, horns, chipping, and hammering.
