BRIEF DESCRIPTION
This position involves a combination of duties which include Inspection of construction projects to monitor compliance with specifications, standards, materials and methods that meet or exceed City specifications in the installation of streets, water utilities and franchise utilities and to keep the public safe during construction. This position also routinely inspects gas well sites to verify compliance with regulations and requirements of the facilities.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of construction surveying for the use of updating and inventory of infrastructure on the mapping system Knowledge of construction inspection techniques and procedures Knowledge of construction materials and supply specifications and standards Knowledge of measuring instruments, probe and hand excavation tools Knowledge of civil construction methods, practices and procedures Knowledge of computers and related equipment, hardware and software Knowledge of City policies and procedures Knowledge of surveying methods, techniques, and related equipment Knowledge of work being performed to ensure it is being done according to plans and to ensure work is installed according to contract document specifications Ability to interpret construction plans and specification documents, read and write legibly, and communicate with contractors Ability to maintain diplomacy under stressful situations Ability to maintain a high level of confidentiality and deals properly with sensitive documents and information Skill in diplomacy under stressful situations must be able to handle high stress decision while being able to deescalate a situation. (Example - rejecting noncompliant pavement resulting in significant cost to the developer) Skill in effective oral and written communications Skill in inspecting, reviewing, and evaluating, , construction plans Skill in analyzing technical reports for compliance with material specifications Knowledge of and skill in enforcing Federal, State and City building, health and construction codes and ordinances Skill in mediating differences among contractors, developers, and inspectors Skill in resolving citizen complaints and concerns Knowledge of the City's mapping system (CAD using AutoCad), preferred Knowledge of surveying equipment (total station, data collector, GPS, etc.)
EDUCATION AND EXPERIENCE
High School Diploma or G.E.D., and two (2) years street and utility construction and /or constructions inspection work, planning or engineering design experience; or Equivalent combination of education and experience
CERTIFICATES AND LICENSES REQUIRED A
Valid Class C Texas motor vehicle driver license and the ability to maintain a satisfactory driving record
ENVIRONMENTAL FACTORS AND SAFETY HAZARDS
Work is performed in office and/or construction site environments. May be subject to exposure to extreme weather conditions, hazardous materials and chemicals, heavy construction equipment, confined spaces, heights, air and water borne pathogens
TOOLS AND EQUIPMENT USED
May perform copying functions using standard office copier(s); calculations by hand or with a calculator; required to operate computers, including knowledge of and ability to use database, spreadsheet and word-processing computer programs
