Job Description
Construction Inspector I Under the general supervision of the City Engineer, the Construction Inspector performs a variety of construction inspection activities related to capital improvement and private development projects. Responsibilities are primarily focused on ensuring that public water, sanitary sewer, street, and drainage infrastructure are constructed in compliance with approved plans and specifications, as well as applicable federal, state, and City standards and regulations. Principal Duties Perform daily field inspections of assigned capital improvement and private development projects to ensure compliance with approved plans, specifications, and applicable federal, state, and City standards, including but not limited to: Monitoring installation of public water, sanitary sewer, street, and drainage infrastructure; Ensuring adherence to OSHA safety standards, environmental regulations, and municipal construction specifications; Verifying survey layouts and grades; and Maintaining accurate inspection records, electronic daily reports, and project documentation. Inspect construction activities performed by franchise utility companies utilizing City rights-of-way or easements. Assist with contract management and administration activities, including: Reviewing contractor pay applications for completed work and stored materials; Developing punch lists upon substantial completion; Assisting with project closeout documentation; Issuing Letters of Completion upon final acceptance; and Assisting in the preparation and review of change orders. Review project plans, specifications, and contract documents; attend pre-bid, pre-construction, and progress meetings as required. Communicate effectively with contractors, citizens, landowners, developers, design engineers, project managers, City departments, and regulatory agencies regarding construction activities and project-related concerns. Provide technical assistance to City staff, including conducting research, coordinating utility locates, assisting with cost estimates, and supporting updates to City design standards, specifications, and details. Observe and document field testing of construction materials and infrastructure; review testing results for compliance with technical specifications and quality assurance/quality control (QA/QC) requirements. Coordinate testing activities with outside laboratories, including payment authorization, invoice verification, and reimbursement recovery for failed testing. Document deficiencies and deviations from approved plans and specifications and promptly communicate significant issues to the Assistant City Engineer, City Engineer, or Project Manager for resolution. Ensure the appropriate Project Engineer, Project Manager, or City Engineer is informed of and approves field changes; maintain documentation for record drawings and as-built plans. Utilize digital inspection software, GIS applications, electronic documentation systems, and construction management platforms such as Bluebeam, Procore, or related software. Perform related duties as assigned. Construction Inspector II This is the advanced-level classification in the Construction Inspector series. Incumbents perform complex inspections and contract administration activities on capital improvement projects under general supervision. Principal Duties The Construction Inspector II performs all duties of the Construction Inspector I, in addition to the following: Perform advanced construction inspections on City capital improvement projects. Take an active role in contract administration and project coordination. Provide technical input regarding the development and review of construction plans and specifications. Assist in resolving construction deficiencies, disputes, and deviations from plans and specifications. Provide mentorship, training, and technical guidance to less experienced inspection staff as assigned. Coordinate with contractors, consultants, testing laboratories, and regulatory agencies to ensure project compliance with applicable standards and specifications. Review electronic inspection reports, testing documentation, and contractor submittals for completeness and accuracy. Perform related duties as assigned. Construction Inspector III This is the senior-level classification in the Construction Inspector series. Incumbents possess significant experience and perform advanced-level inspection and project coordination work under limited supervision. Principal Duties The Construction Inspector III performs all duties of the Construction Inspector I and II classifications, in addition to the following: Coordinate inspection assignments for capital improvement projects. Serve as a subject matter expert and technical resource to inspection staff and project teams. Serve as the primary point of contact for contractors, citizens, developers, landowners, engineers, project managers, City departments, and regulatory agencies. Review and evaluate complex field issues and recommend corrective actions. Assist in training, mentoring, and providing performance-related feedback to subordinate inspection staff. Monitor project compliance with OSHA safety standards, TCEQ regulations, municipal specifications, and approved construction practices. Assist with implementation and continuous improvement of inspection procedures, quality assurance standards, and construction documentation practices. Perform related duties as assigned.
Qualifications:
Construction Inspector I - Minimum Qualifications Required Qualifications High school diploma or GED equivalent and one (1) year of experience in the construction or inspection of water, sanitary sewer, street, or drainage infrastructure; or an equivalent combination of education and experience. Valid Texas Driver License. Ability to read and interpret engineering plans, specifications, and survey notes. Knowledge of basic surveying principles and construction methods. Knowledge of applicable OSHA safety standards, TCEQ regulations, and municipal construction specifications. Experience with quality assurance/quality control (QA/QC) procedures and materials testing. Ability to establish and maintain effective working relationships with City employees, contractors, developers, consultants, and representatives of local, state, and federal agencies. Preferred Qualifications Two (2) years of experience in public infrastructure construction inspection. Knowledge of public works construction contracts and contract administration principles. Experience utilizing digital inspection software, GIS applications, electronic documentation systems, and construction management software platforms. Possession of OSHA 10 certification, Flagger certification, or related safety training. Construction Inspector II - Minimum Qualifications Incumbents must meet all requirements of the Construction Inspector I classification, in addition to the following: Required Qualifications High school diploma or GED equivalent and three (3) years of progressively responsible experience in the construction or inspection of water, sanitary sewer, street, or drainage infrastructure; or an equivalent combination of education and experience. Advanced knowledge of public works construction methods, contract administration, and inspection procedures. Advanced knowledge of surveying principles and construction documentation practices. Demonstrated ability to independently manage complex inspection assignments. Possession of, or the ability to obtain within one (1) year of employment, applicable TxDOT, ACI, or other related construction inspection certifications. Experience utilizing digital inspection software, GIS applications, electronic documentation systems, and construction management software platforms. Preferred Qualifications OSHA 30 certification. ACI Concrete Field Testing Technician certification. Confined Space Entry certification. Construction Inspector III - Minimum Qualifications Incumbents must meet all requirements of the Construction Inspector I and II classifications, in addition to the following: Required Qualifications High school diploma or GED equivalent and five (5) years of progressively responsible experience in municipal infrastructure construction or inspection. Possession and maintenance of a Certified Public Infrastructure Inspector (CPII) certification. Demonstrated leadership experience in public infrastructure inspection or construction management. Experience coordinating multiple construction projects and providing mentorship and guidance to inspection staff. Thorough knowledge of municipal infrastructure standards, OSHA regulations, TCEQ requirements, and quality assurance practices. Experience utilizing digital inspection software, GIS applications, electronic documentation systems, and construction management software platforms. Preferred Qualifications Additional advanced inspection or project management certifications related to public infrastructure construction. Experience leading inspection teams or overseeing multiple concurrent capital improvement projects. Physical Requirements / Work Environment The work environment characteristics described below are representative of those encountered while performing the essential functions of this position. Must be able to lift and/or carry objects weighing up to 25 pounds and push/pull equipment or materials weighing in excess of 100 pounds with appropriate assistance or equipment. Must be able to safely operate a motor vehicle and travel to multiple construction sites throughout the course of the workday.
