Job Description
Under general supervision conduct and document daily quality assurance testing for development infrastructure construction. Test and inspect water, sewer, and paving elements for quality assurance and conformity to plans and specifications. Conducts daily Quality Assurance testing and inspections of assigned Development projects to ensure compliance by contractors to plans, specifications, state and federal law. Documents completion of Development construction projects for conformity to City of Lubbock Minimum Design Standards and Specifications. Provide information to contractors, engineers, and developers regarding construction irregularities and appropriate corrections. Consults and advises developers, contractors, and engineers of requirements needed to pass inspection. Establishes and maintains effective working relationships with contractors, engineers, and City staff Answers questions and assists with dispute resolution among engineers, contractors, and the public. Inspects materials used in the construction of Subdivisions to conform with the City of Lubbock Engineering Minimum Design Standards and Specifications Collects and performs materials lab testing. Perform related duties as directed. One year experience related to engineering environment / public works construction and/or Inspection, or other large-scale construction projects; or any combination of relevant education and experience which provides certification in related fields. Education, Training, Certifications Texas Driver's License With City of Lubbock assistance: You must have the ability to obtain within three (3) years TCEQ Class C Water License You must have the ability to obtain within two (2) years Level 1
B Roadway Certificate or Equal ACI Concrete Field-Testing Technician Grade I Nuclear Density Gauge Operator and Hazmat Certification Knowledge of:
The materials, methods, and practices of municipal construction projects Water, Wastewater, Stormwater products Soils, Aggregates Concrete, Asphalt Paving The principles and practices of engineering inspection and testing Water pressure testing, Chlorine testing and flushing, Bacteriological testing Wastewater pressure and vacuum testing, mineral testing Soils compaction and PI testing Aggregate gradation and soundness testing Concrete air, slump, and strength testing Asphalt sampling, coring, and Concrete air testing Nuclear Density Gauge operations The fundamental principles of computer operations.Management and Supervision:
Personnel motivation, oversight, and evaluation.Customer and Personnel Service:
Principles and processes for providing customer and personnel services including needs assessment techniques, quality service standard, alternative delivery systems, and customer satisfaction evaluation techniques.Design:
Design techniques, principles, tools, and instruments involved in the production and use of precise technical plans. Public Works /Engineering Construction:
Materials, methods, laws, and tools to safely and accurately complete construction projects.Ability to:
Conduct Feasibility Analyses:
Reading and visualizing the constructability of engineering design plans and specifications. Identifying constructability issues during design and/or construction phases. Participate inActive Listening:

Promote others to consider approaching unique construction issues differently.Physical Requirements:
Continuously lift and carry up to 25 pounds and occasionally lift and carry up to 50 pounds. Frequently stand and walk during the shift. Climb ladders, scaffolding, stairs, and other inclined surfaces. Occasionally bend and kneel. Occasionally push and pull objects Coordinate eye, hand, and foot movement in order to operate a vehicle, distance measuring device, and laboratory equipment.
