Engineering Reports to:Construction Supervisor Summary:
Under general supervision, inspects infrastructure and right of way construction projects to assure compliance with approved plans and specifications; assures construction projects meet state and federal regulations, and Public Works Department (PWD) safety and quality standards.Essential Functions:
Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: Inspects construction activities for compliance with approved plans, contract specifications, and Public Works Department (PWD) standards; performs onsite inspection of paving, drainage, sewer, water, concrete structures, sidewalks and ADA accessibility ramps; reports deficiencies to supervisor. Reviews documents; performs technical review of plans and project specifications. Meets with contractors to discuss inspection issues and concerns; facilitates pre-construction meetings; interprets and clarifies state and local building and safety codes. Tests water and sewer main lines for environmental compliance. Recommends acceptance of project milestone completions. Monitors job sites, and enforces compliance to City policies, procedures, and safety standards. Follows all safety rules and regulations, and utilizes proper safety precautions in all work performed; reports safety hazards, equipment problems, and emergency situations. Maintains records and logs of inspection services performed. Reviews construction, paving and drainage plans for compliance with City construction standards. Supports the divisional operations with regular and timely attendance at work. Must have and maintain a cell phone for City use to hold this position. Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.Minimum Qualifications:
Education, Training and Experience Guidelines:
High School Diploma or GED required; general construction inspection experience, Engineering related course work or applicable technical preparation.Knowledge of:
Principles and techniques of reading engineering plans and construction specifications. State and federal technical codes and regulations governing public works construction projects, including Texas State Department of Transportation (TxDOT) standards, Texas Commission on Environmental Quality (TCEQ) water quality regulations, and ADA accessibility standards are preferred. Safety precautions, rules, and regulations for construction sites. Methods and techniques of inspecting the construction of infrastructure, street and drainage improvements. Materials, methods, tools, and equipment used in public works construction projects. City geography, traffic patterns, streets, landmarks, and Public Works Department (PWD) facility locations.Skill in:
Reading and understanding plans, specifications, and schematics. Maintaining records and files. Promoting and enforcing safe work practices. Establishing and maintaining cooperative working relationships with co-workers. Operating a personal computer utilizing a variety of business software. Communicating effectively verbally and in writing.License and certification requirements:
A valid Texas State Driver's License is required. Special technical training and certifications may be required for some incumbents.Physical demands and working environment:
