Lead Construction Inspector:
7-10+ years of experience Summary The Construction Inspector is responsible inspecting all phases of highway construction and maintenance projects under the general supervision of senior or supervisory staff, ensuring construction quality in accordance with plans and specifications and providing a quality transportation system for the traveling public. Responsibilities Monitor the work of contractors to ensure quality control and contract compliance for roadway, structure, and bridge construction/maintenance projects of routine to moderate complexity, under the direction of a Construction Manager or designee. Inspects and monitors contractual field work which includes excavations, drainage facilities, road surfaces, and structures. Observes and documents Contractor's daily production rates. Schedules work and inspection phases with Contractor's superintendent and agency personnel. Observes, documents and communicates with Contractor's regarding completion of all elements of project work to include identifying non-compliant work. Takes field measurements of pay items. Reviews placement of and performs tests on construction materials. Reviews lines, grades, dimensions, and elevations using standard survey and field engineering equipment. Oversees and enforces the installation of erosion/siltation controls and highways work zones and traffic control devices. Recommends changes to construction plans to meet field conditions or provide project cost savings. Maintains project records; including daily diaries, materials notebooks, as-built plans, pay quantity records, and monthly estimates. Review and monitor Equal Employment Opportunity/Disadvantaged Business Enterprise (DBE) documentation and compliance with Federal labor requirements/regulations for Federal-aid construction projects, ensuring contractor compliance with program requirements.
Education and Experience Requirements:
HS diploma or equivalent required. Experience in materials, standards, and specifications related to VDOT projects and facilities required. Knowledge of roadway, structure, and bridge construction/maintenance/repair/rehabilitation methods, materials, standards and specifications.
Experience with:
VDOT Road and Bridge Specifications, Road and Bridge Standards, Construction Manual, Inspector Manual, and Manual for Uniform Traffic Control Devices; Construction plans, symbols, and terminology; State and federal environmental, safety, and Equal Employment Opportunity guidelines and regulations. Ability to use the Project's contract management software. Functional computer usage including familiarity with Microsoft office suite software and all construction management software systems used by the Client. Read and interpret roadway, structure and bridge plans and specification. Apply mathematical formulas and field management principles to determine minor field adjustments. Maintain detailed records. Perform and document required materials testing. Communicate with the agency and contractor personnel and the general public. A valid Driver's License is required with a safe driving record and must complete a pre-employment screening. Must be legally authorized to work in the United States. ICE is a drug-free workplace. Asphalt Field Level I and II, Concrete Field, American Concrete Institute (Level 1), Pavement Marking (CCWA), Nuclear Gauge Training plus Hazmat, Soil and Aggregate Compaction (CCWA), Surface Treatment, Slurry Surfacing, Guardrail Installers Training, DEQ Erosion and Sediment Control Inspector Level, and DEQ Storm Water Management Inspector Level desired. Safety Requirement For positions involving field work, completion of OSHA 10 certification is required as a condition of employment. New hires without current certification must complete the training within two (2) weeks of hire. ICE will provide the training and cover associated costs. Physical Demands This position requires minimal lifting of up to 50 pounds sometimes on a frequent basis. The employee must be able to travel and tour work sites under adverse environmental conditions not limited to loud noise levels, high dust and dirt, and extreme temperature. The employee must be able to visually examine construction materials and finished structures and work in various types of weather and field conditions, including heights, uneven terrain, highway traffic, hazards of highway construction sites and heavy equipment. Expected Hours of Work This position is full-time (40 hours per week). Office hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday, allowing one unpaid hour for lunch each day. While overtime is generally not anticipated, occasional projects or deadlines may necessitate additional hours, compensated according to company policy.
