General Description:
The Position:
Performs highly complex to advanced (senior-level) painting work for the General Maintenance Department. Work involves all aspects of painting and carpentry maintenance, repair, including estimating labor and cost of materials. About TFC:
The Texas Facilities Commission (TFC) builds, supports, maintains, and manages over 8 million square feet of state-owned facilities that house over twenty thousand state employees in dozens of state agencies, all working in the service of the citizens of Texas. The Facilities Management and Operations (FMO) Division oversees a varied property portfolio of office space, storage, warehouses, schools, medical labs, parking lots and garages, and grounds throughout Texas.

Our team of over 250 employees provides and contracts for property management, maintenance, landscaping, custodial services, waste management, building climate and energy automation, and the fire and security services required to keep State agencies working for our constituents.

Essential Duties:
Provide journey-level skills for painting and carpentry repairs. Perform new wall painting and maintenance, including taping and floating drywall, installing cove base, texturing, priming, and/or staining using brushes, rollers, air sprayers, etc. Repair, tape, texture, and float drywall; repair and apply acoustic finishes. Perform and assist with other craft work when directed or as workload requires. Repair and install sheetrock, siding, paneling, carpet, ceramic tiles, and plaster. Remove and/or repair wall coverings. Perform maintenance on suspended ceilings and or grid systems. Manufacture and install bespoke or standard shelving and noticeboards. Repair and renew fencing, components, and gates. Repair and install kitchen units, worktops, and associated fittings. Perform all joinery internal and external repairs and replacements. Repair and renew curtain tracks and blinds. Examine blueprints, sketches, or building plans to determine materials required and dimensions of the structure to be fabricated. Use carpentry hand tools such as hammers, levels, squares, screwdrivers, adjustable wrenches, hand and power saws, drill motors, and pry bars. Nail cleats (braces) across boards to construct concrete-supporting forms and brace forms in place with timbers, tie rods, and anchor bolts for building concrete piers, footings, and walls. Fit and install prefabricated doors, weather stripping, interior and exterior trim, and finished hardware. Perform plaster patching, plaster boarding/dry-lining, filling, and painting. Repair and renew ceramic wall tiles, grouting, and mastic sealants. Repair and renew doors and windows, including traditional timber sashes, and repair/replace all types of doors and window ironmongery. Re-putty, and draft window seals. Analyze computer-generated work orders, prioritize repairs, and use troubleshooting and diagnostic techniques to identify paint and related materials. Maintain painting equipment. Prioritize and establish timelines to complete assigned work orders while updating the status in appropriate systems. Calculate material requirements and order parts and supplies to complete work orders. Provide professional responses and strong customer service to building tenants, clients, and staff. Comply with applicable federal and state laws, agency and division policies, procedures, rules, and regulations, and management directives. Operate a state motor vehicle to perform some functions of the position. Perform related work as assigned. Required Qualifications (Minimum Qualifications):
Education and Experience:
Five (5) years experience in the painting trade. Three (3) years of experience in small carpentry. Graduated from a standard senior high school or equivalent, supplemented by vocational training in a designated training is generally preferred. Experience and education may substitute for one another. Ability to maintain the security or integrity of the infrastructure of the State of Texas.
Registration, Certification or Licensure:
Valid State of Texas Class C drivers license.
Knowledge, Skills and Abilities:
Considerable knowledge of the proper methods, techniques, and procedures in painting craft. Knowledgeable with painting techniques, products, and the application to various surface materials with the use of brush, roller, airless, HVLP, and spray guns. Knowledgeable in applying stain and varnish for new and refinish of existing stained and varnished surfaces. Considerable skills in commercial painting. Significant knowledge, skill and abilities with wood and metal stud framing. Significant knowledge, skill and abilities with insulation; door framing and door installation; grid ceiling framing, repair and installation; and acoustic tile installation. Ability to measure boards, timbers, or plywood using square, measuring tape and ruler and marks cutting lines on materials using pencil and scriber. Knowledge and use of tools and equipment common to the trades specified. Considerable skills in the use of tools and equipment. Ability to handle multiple tasks. Ability to estimate materials and labor. Ability to assign and inspect the work of others. Ability to operate motor vehicle. Ability to follow oral and written instructions. Ability to communicate effectively, both orally and in writing. Ability to provide strong customer service. Ability to use a computer in a Windows environment and other business-related software. Working Conditions:
Must be able to lift and carry materials and equipment weighing up to 50 pounds on a frequent basis and up to 100 pounds on an occasional basis, prolonged standing and frequent bending, stooping, and reaching daily. Requires a full range of physical motion to operate manual and electrically powered tools and paint shop equipment. The job requires the ability to climb stairs in all TFC buildings and to work at heights from ladders or scaffolding, to perform painting work. Work is performed within and outside of facilities and occasionally in environments that are dusty, noisy, or which could have work hazards.
Work Schedule:
7:00 am to 4:00 pm, Monday through Friday.
