Description
The Water & Engineering Technology department is seeking a Field Engineer - Inspection/Commissioning and Startup. This position performs project management and complex skilled technical work in scheduling, coordinating, strategizing, and facilitating activities associated with the commissioning and startup of advanced wastewater treatment facilities and remote pump stations on municipal construction projects. Performs electrical inspections to ensure compliance with contract document requirements, Clean Water Services (CWS) standards, and the National Electrical Code (NEC).

This position requires a current Oregon Limited Journeyman Manufacturing Plant Electrician License or higher level. Essential Functions (The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.) Inspects capital construction for compliance with contract document requirements, CWS standards, and the NEC. Prepares punch list documenting construction deficiencies, reviews contractor change orders, reviews record drawings, and administers the warranty program for electrical equipment. Develops project commissioning and startup procedures and documentation requirements for functional Operational Readiness Testing (ORT-1) and performance Operational Readiness Testing (ORT-2), including training CWS staff on procedures. Coordinates with contractor and engineer to obtain Maintenance Management Information System (MMIS) data, ensures completeness and provides records to the MMIS Manager. Develops and maintains procedures to track and review equipment Operations and Maintenance (O&M) manuals. Reviews O&M manuals for general conformance with the contract documents. Submits final O&M manuals for upload to Electronic Operating Manual (EOM) and Computerized Maintenance Management System (CMMS). Updates CWS project tracking system to ensure required procedures and documentation are followed on construction projects. Maintains procedures and project documentation, including updates based on project outcomes, changes in industry practices, and feedback from contractors and CWS staff. Provides feedback during design on specifications & drawings, construction schedules, sequencing, training requirements, and startup plans to ensure activities cause minimal disruption to operations and conform to all project requirements. Schedules and coordinates the pre-commissioning and commissioning meetings and activities. Reviews factory and field-testing reports and equipment calibration records to determine the impact on operations and assure compliance with contract requirements. Documents startup progress and ensures all identified issues are addressed and resolved in a timely manner. Coordinates facility startup activities and acts as the liaison between CWS project representatives, engineers, contractors, O&M staff, and other stakeholders. Maintains a positive, equitable, and inclusive workplace culture to improve the understanding and recognition of diversity and foster multidisciplinary and integrated team approaches. The following are the minimum qualifications for this position. 3 years of experience with inspection, commissioning, and startup of electrical and mechanical process systems, including control strategies; Or 3 years of experience working within operations and maintenance in water/wastewater treatment; College-level coursework or specialized training in electrical, instrumentation, mechanical, and/or control treatment process systems or a related field.CERTIFICATION AND LICENSURE REQUIREMENTS
Candidates must possess and maintain a current Oregon Limited Journeyman Manufacturing Plant Electrician License or higher level. Candidates must possess and maintain a valid state issued driver's license.
