NOTICE OF SUBCONTRACTING OPPORTUNITY
SECTION 3 PROJECT
Project:
City of Corning Plaza and Recreation Center Location:
1101 Solano St., Corning, CA 96021
Upper Tier Subcontractor:
Bleacher Restorators of Colorado, LLC (BROC-CAFS), 2431 Strozier Ave., South El Monte, CA 91733
Prime Contractor:
Ginno Construction, Inc. This project is subject to HUD Section 3 requirements (24 CFR Part 75). Section 3 business concerns are encouraged to submit bids and will receive preference in accordance with applicable regulations.
Scope of Work:
BROC-CAFS
is soliciting bids from qualified subcontractors for the following scope of work:  Supply and installation of interior scoreboards (CSI Division 11 66 43)  Supply and installation of gymnasium equipment and accessories, including basketball backstops, wall pads, and related equipment (CSI Division 11 66 23)  All associated labor, materials, tools, equipment, supervision, submittals, and appurtenances required to complete the work in accordance with the

Minimum Qualifications:
Subcontractors must meet all of the following requirements to be considered:  Active California Contractors State License Board (CSLB) license in the applicable classification  Active registration with the California Department of Industrial Relations (DIR) Public Works Contractor Registration  Active Unique Entity Identifier (UEI) registered in SAM.gov  Signatory to an applicable union collective bargaining agreement  Ability to comply with all terms and conditions of the Prime Contract with the City of Corning, to which the subcontractor will be bound Insurance Requirements (certificates and endorsements required prior to commencing work): 
Workers' Compensation & Employer's Liability:
$1,000,000 per occurrence 
Commercial General Liability:
$1,000,000 per occurrence / $1,000,000 general aggregate (Owner and Contractor to be named as additional insureds on a primary, non-contributory basis) 
Automobile Liability:
$500,000 combined single limit  All policies must be issued by carriers authorized to do business in California, rated A-VII or better by A.M. Best  Waivers of subrogation required on General Liability and Worker's Compensation  Copy of full contractual insurance requirements available upon request
Labor Compliance Requirements:
 Compliance with all applicable Federal and California prevailing wage requirements  Weekly Certified Payroll Records (CPRs) submitted electronically via LCPtracker  Submission of DAS 140 and DAS 142 forms with confirmation of receipt from applicable Apprenticeship Committee  Submission of Statement of Employee Fringe Benefit Payments (PW26)  All materials must be Buy America Build America (BABA) compliant or have an approved substitution request on file How to

This project receives HUD financial assistance and is subject to Section 3 of the Housing and Urban Development Act of 1968.
