Job Description

Position Summary The Estimator is responsible for preparing accurate and competitive cost estimates for civil construction projects. This includes analyzing plans, specifications, proposals, and other documentation to develop pricing for materials, labor, equipment, and subcontractor work. The Estimator role is divided into three levels (Estimator 1, 2, and 3), based on experience and capability. Estimators report to the Chief Estimator or a designated senior executive. Key Responsibilities Review plans, specifications, addenda, and agency requirements for each bid. Perform quantity takeoffs for all trades relevant to construction division. Solicit subcontractor and vendor quotes; evaluate pricing and scope for inclusion in estimates. Develop and populate complete cost estimates with pricing, crew rates, production assumptions, and risk factors. Attend pre-bid meetings and conduct site walks, as applicable by level. Coordinate with Project Managers and VP of Field Operations to validate constructability and production assumptions. Draft and submit RFIs for clarification during the bidding process. Create and submit final proposals, bid forms, and supporting documentation. Lead turnover meetings to convey awarded scope, budget, and key risks to the operations team. Track historical costs and production rates to improve future bids. Maintain organized digital and physical folders for all active and historical bids. Participate in developing company estimating standards and cost database. Mentor junior estimators and assist in onboarding when at Estimator 2 or 3 level. Strive to maintain a competitive win rate based on assigned role level. Position Levels Estimator 1 Entry-level estimator developing foundational skills in takeoffs, subcontractor solicitation, and bid documentation under close supervision. Estimator 2 Intermediate estimator capable of independently managing standard bids and assisting with complex projects. Provides mentorship to Estimator 1 personnel. Estimator 3 Senior estimator leading complex public works bids over $2M, with 5+ years of GC estimating experience. Operates independently, supports strategy, and mentors the full team. Required Qualifications Strong understanding of civil construction processes, terminology, and methods. Proficiency in reading construction drawings and specifications. Experience with estimating software and Microsoft Excel. Excellent attention to detail and organizational skills. Effective communication with subcontractors, vendors, and internal teams. Ability to work under pressure and meet deadlines for bid submissions. Estimator 3 level requires 5+ years experience with public works GC bids over $2M.
