This role requires a presence at our Walnut Creek office, either full-time (5 days per week) or on a part-time schedule based on the agreed estimate. The ideal candidate will be responsible for developing accurate and realistic cost estimates, including assessing the required budget, time, materials, and labor for projects ranging from simple to complex. This role involves utilizing alternative delivery methods and reviewing estimates prepared by junior staff or independently. Your Impact Analyze and identify scope of work from existing conditions, plans, and specifications through all phases of design and construction. Perform accurate quantity surveys for all types of construction systems and materials. Obtain labor rates, taxes and insurance requirements, as needed for estimate development. Develop contractor-style construction cost estimates and prepare basis of estimate as required by the Estimating or Program Manager. Ensure all estimates are accurate and have considered all risk factors. Review designs and specifications for cost-effectiveness and suggest appropriate alternatives. Create detailed, market related owner's cost estimate for scope change, work delays, etc. for assigned projects. Assist the Resident Engineers and Project Managers with change analysis and development and / or validation of control budgets. Maintain an operating awareness of all contract issues and project participants. Participate in client and contractor negotiations to resolve contract changes and claims. Supervise and provide guidance and leadership to assigned managers and staff. Participate in client or 3rd party reconciliations. Write up technical reports, project updates, and proposals. Oversee and coordinate preparation of estimates for any magnitude of cost and to ensure accuracy and completeness of estimate. Provide proactive and strategic process and people leadership for the Project Controls - Cost Estimate team. Leadership of and accountability for administering and monitoring the cost estimate processes and procedures. Perform other duties and projects as needed.
Who You Are Minimum Qualifications:
Bachelor's degree in Accounting, Applied Science, Civil Engineering, or a related field (preferred). Preferred experience in construction estimating. Preferred 15 years of experience in architectural, heavy civil, structural, and utility elements for rail and transit projects. Preferred expertise in alternative project delivery methods, including CMGC, CMAR, Progressive Design-Build, and Design-Build. Preferred experience supporting and managing complex, multi-year, multi-million-dollar projects and programs. Preferred proficiency in developing conceptual through bid-level cost estimates using crew-based or unit price methodologies, utilizing Spreadsheet, HCSS Heavy Bid, and/or Sage Timberline software. Preferred strong knowledge of On-Screen Takeoff software and Microsoft Office applications. Preferred ability to take on increasing responsibility in estimating roles, with minimal supervision. Preferred commitment to ethical decision-making, responsible use of company resources, and adherence to DEG's Code of Conduct and related policies. Preferred ability to uphold workplace safety standards and comply with WSP's health, safety, drug/alcohol, and harassment policies. Recommended working knowledge in use of HCSS HeavyBid or other estimating software. Recommended estimating certification from AACEI or ASPE. Recommended construction contractor estimating experience. Compensation Expected Salary (All Locations): $52,000 - $353,600/year This is a commission-based position. DE Group provides this compensation range in good faith, reflecting what the company may offer based on the successful applicant's education, experience, skills, abilities, internal equity, and geographic location.
