Job Description

Company Overview:
W.B. Homes, Inc. is a privately held, vertically integrated homebuilding and land development company with a 40-year legacy of responsible land stewardship, quality craftsmanship, and enduring community design. Headquartered in North Wales, PA, W.B. Homes currently develops communities throughout Montgomery, Bucks, Lehigh, and Berks counties and we are looking for individuals to play key roles in future geographic expansion. Position Summary The Land Development Estimator (LDE) is a critical technical and coordination role within the Land Acquisition and Site Development team. This position is responsible for maintaining a continuous flow of accurate cost data, ranging from conceptual "due diligence" estimates for raw land to full-fledged, engineered takeoffs for active construction. The LDE ensures that project budgets remain current and aligned with the shifting timelines of the entitlement process. Beyond technical estimating, the LDE serves as a key project coordinator, managing utility applications, escrow administration, and subcontractor contracting to ensure project financial viability from inception through infrastructure completion.
Key Areas of Accountability Estimating & Takeoff Management:
Maintain a current flow of estimates for potential new land acquisitions, providing both conceptual estimates and detailed quantity takeoffs. Perform comprehensive calculations for site improvements, including E&S, earthwork, sanitary sewer, water, stormwater, and road work. Coordinate closely with the Director of Land Development and Land Development Project Managers to refine estimates as project scopes evolve. Conduct value engineering analysis to identify cost-saving opportunities and optimize site improvement designs.
Entitlement & Budget Alignment:
Work in lockstep with Land Approval Project Managers to ensure project budgets stay current with the specific flow and requirements of the Pennsylvania entitlement process. Monitor project schedules to provide timely budget updates as plans move from conceptual designs to final engineered drawings. Review plan revisions against redlined documents to ensure all estimating data reflects the most recent engineering changes.
Project Coordination & Utility Administration:
Lead the application and tracking process for all gas, electric, and other dry utility services for new developments. Coordinate with Project Managers to develop and document in-house dry utility plans for underground communications and electric infrastructure. Manage the flow of escrow releases, including the establishment of escrow numbers and tracking of project submittals. Facilitate the contracting process by setting up subcontractor commitments and processing invoices in coordination with Project Managers.
Bid Analysis & Vendor Management:
Coordinate the distribution of RFPs for subcontractor bid packages and evaluate incoming proposals. Prepare detailed bid tabulations and analysis to determine the most cost-effective site contractors for upcoming projects. Act as the lead for document management, ensuring all parties have access to the proper file structures, drawings, and specifications.
Ideal Candidate Background & Education Education:
Four-year college degree in Civil Engineering, Construction Management, or a related field.
Experience:
Minimum of three years of related work experience in estimating, land planning, or civil engineering.
Specialized Knowledge:
Previous experience with site improvement takeoffs and a strong understanding of the Pennsylvania land development and permitting process.
Technical & Soft Skills Software Proficiency:
Expert usage of Microsoft Excel and Project. Experience with Bluebeam Revu and Planswift Takeoff is required. Familiarity with AutoCAD and proprietary financial/ERP software is preferred.
Analytical Ability:
Strong skills in reading architectural and engineering plans, including structural details and sections.
Collaboration:
Must be a highly organized, detail-oriented team player capable of driving cross-functional alignment between land approval and site construction teams. Position Requirements Must possess a valid Driver's License and be able to drive to various communities and prospective land sites weekly. Must be able to sit at a desk and work on a computer for a minimum of six hours daily. Must be able to lift a minimum of 50 pounds. Must be able to walk a minimum of 1,000 feet over uneven terrain at active construction sites.
