Job Description

Roofing Operations Manager / EstimatorJob Summary We are seeking an experienced Roofing Operations Manager / Estimator to help build, lead, and grow our self-performed roofing division supporting federal construction projects for military installations, VA facilities, National Park Service properties, and other government facilities . This is a hands-on leadership role for a roofing professional who understands the full lifecycle of commercial roofing work, including estimating, detailed material takeoffs, crew coordination, production planning, quality control, and jobsite compliance. The ideal candidate will be able to review plans and specifications, prepare accurate roofing estimates, create detailed material takeoffs, help source qualified roofing crews, analyze project conditions, and negotiate fair labor pricing based on the complexity of each job. This is a hybrid position . Estimating, takeoffs, scheduling, coordination, vendor communication, crew communication, and administrative work may be performed from home. However, this is not a fully remote position . The Roofing Operations Manager / Estimator will be required to attend site visits, pre-bid walks, project start-ups, quality checks, progress reviews, and site meetings as needed. Also work closely with the Roofing superintendent Travel to out-of-state locations may be required based on project demands and the needs of ongoing federal projects. Compensation Salary for this position is $95,000 annually, depending on experience, qualifications, and ability to perform the full scope of the role. Compensation will be evaluated based on commercial roofing experience, estimating ability, material takeoff experience, crew coordination experience, per-square labor pricing knowledge, ability to work independently, and ability to support federal project requirements. Key Responsibilities Lead and support self-performed roofing operations across federal and commercial projects Prepare accurate roofing estimates and support federal bid proposals Create detailed roofing material takeoffs from plans, specifications, and site conditions Review scopes of work, drawings, specifications, and project requirements for accuracy and compliance Identify roofing materials, labor, equipment, safety, access, staging, and schedule requirements Help source, qualify, and coordinate roofing crews and subcontract labor Analyze project conditions and negotiate fair per-square roofing labor pricing with crews based on job complexity Plan and manage labor, materials, equipment, production schedules, and project coordination Work with the Roofing Superintendent to monitor production, quality, safety, and crew performance Attend site visits, pre-bid walks, project start-ups, quality checks, and progress meetings as required Coordinate with project managers, superintendents, inspectors, contracting officers, vendors, suppliers, and crews Support material procurement, submittals, inspections, documentation, and closeout requirements Ensure projects meet schedule, budget, quality, safety, and federal jobsite requirements Communicate project expectations clearly to crews, including access rules, conduct standards, safety requirements, and documentation needs Support hiring, training, and development of roofing crews as the division grows Federal Project Requirements Many of our projects are located on secured or restricted federal sites, including military bases, VA facilities, National Parks, and other government properties. These projects may include requirements such as: Background checks and badging Site access approvals Limited to business work hours M-F Delivery and staging restrictions Safety and conduct requirements Additional documentation and coordination The ideal candidate does not have to come directly from federal roofing work, but must understand that federal projects require stricter planning, communication, documentation, and crew control than standard commercial roofing projects. Required Qualifications 7+ years of hands-on roofing experience, preferably commercial roofing Proven experience estimating roofing projects Experience creating roofing material takeoffs from plans, specifications, and field conditions Experience managing or coordinating roofing crews Strong understanding of roofing production, labor pricing, and per-square crew pricing Ability to read and interpret construction drawings, specifications, and scopes of work Knowledge of roofing systems including TPO, PVC, EPDM, metal roofing, shingles, coatings, repairs, flashing, insulation, edge metal, drains, curbs, and related components Strong leadership, organizational, communication, and problem-solving skills Ability to work independently from home while remaining available for site visits and field coordination Clean background required to access military bases and federal facilities Willingness to travel as required to support federal projects Valid driver's license and reliable transportation Preferred / Highly Desired Experience on military, VA, National Park Service, or other federal projects Experience building or scaling a self-perform trade division Existing relationships with qualified commercial roofing crews Experience negotiating labor pricing with crews or subcontractors Experience with federal project documentation, safety requirements, or site access procedures Bilingual English/Spanish is a plus Work Location / Schedule This is a hybrid position . The employee may work from home for estimating, takeoffs, scheduling, coordination, vendor communication, crew communication, and administrative tasks. Field visits are required as needed for site walks, pre-bid meetings, project start-ups, quality checks, project coordination, production reviews, and progress meetings. Travel may be required depending on project location and company needs.
