The ideal candidate will have relevant experience and proven abilities in: Life Cycle Cost Estimates (LCCE): Develop and maintain full LCCEs covering R D, procurement, operations & support (O&S), and disposal costs. Ensure alignment with the program's acquisition strategy and Milestone requirements (Milestone A, B, C).WBS Development:
Collaborate with engineers to develop and maintain a product-oriented Work Breakdown Structure (WBS) and Cost Element Structure (CES) in accordance withMIL-STD-881F
standards.Methodology Selection:
Apply a mix of estimating methodologies based on data maturity, including:Parametric:
Using statistical relationships between historical costs and technical/programmatic characteristics (weight, power, SLOC).Analogy:
Adjusting costs from similar historical programs based on complexity factors.Engineering Build-Up:
Detailed bottom-up estimating for mature designs.Data Collection & Normalization:
Research and collect historical cost, technical, and programmatic data from sources likeCADRE , VAMOSC
, or DCARC . Normalize data for inflation (using correct indices) and quantity adjustments.Software Cost Estimating:
(If applicable) Utilize specific models (e.g., COCOMOII, SEER-SEM
) to estimate software development effort based on lines of code or function points.Monte Carlo Simulation:
Perform probabilistic risk assessments (S-Curves) using tools like Crystal Ball or ACEIT to determine the probability of completing the program within budget (e.g., calculating the 50% vs. 80% confidence levels).Risk Register Integration:
Work with the risk manager to quantify specific discrete risks (e.g., "supply chain delay," "technical test failure") and incorporate them into the cost model.Sensitivity Analysis:
Conduct "what-if" drills to determine which variables (e.g., labor rates, material costs, schedule duration) have the highest impact on the total cost, allowing leadership to focus mitigation efforts on high-impact drivers. Joint Confidence Level (JCL): (If required by agency) Perform integrated cost-schedule risk analysis to predict the probability of meeting both cost and schedule targets simultaneously.Budget Defense:
Prepare "budget quality" exhibits and briefing materials for the Planning, Programming, Budgeting, and Execution (PPBE) process (e.g., POM slides, Exhibit 300s). Earned Value Management (EVM)Support:
Review contractor Integrated Program Management Data Reports (IPMDR/CSDR). Analyze Cost Performance Index (CPI) and Schedule Performance Index (SPI) to forecast Estimates at Completion (EAC). Cost Analysis Requirements Description (CARD): Assist the technical team in drafting and updating the CARD to ensure the cost estimate is based on the most current technical baseline.Basic Qualifications:
Education:
Bachelor's Degree in Operations Research, Mathematics, Economics, Industrial Engineering, Finance, or a related quantitative discipline. (Master's degree preferred).Experience:
8 years of relevant experienceTechnical Proficiency Specialized Software:
Proficiency in ACEIT (Automated Cost Estimating Integrated Tools) is highly desired. Proficiency in Crystal Ball, @Risk, or SEER suite.Schedule Integration:
Familiarity with Microsoft Project or Primavera to understand the link between schedule duration and cost (marching army costs).Operating Status:
Most M2 positions are hybrid roles, which will require working both at clients' work locations and teleworking. Physical Qualification(s)Required:
