3+ years of civil estimating experience on commercial, residential and municipal site development projects.
Position Overview:
We are seeking a detail-oriented Estimator to prepare accurate, competitive cost estimates for civil and heavy-civil construction projects. The role focuses on earthwork, grading, utilities, sewer, and water systems and requires proficiency with estimating processes and software (including HCSS). The Estimator will analyze plans and specifications, perform quantity takeoffs, develop cost models, and collaborate with project managers and subcontractors to produce timely bids and ensure bids reflect project scope and risk.
Key Responsibilities:
Analyze drawings, specifications and geotechnical reports to develop accurate quantity takeoffs for earthwork, grading, utilities, sewer and water systems.

Prepare detailed cost estimates and bid proposals using HCSS and other estimating tools, ensuring all direct and indirect costs are captured.

Develop and maintain unit price databases, production rates, and costing assumptions for dirt work, hauling, excavation, pipe installation and site grading.

Solicit, evaluate and incorporate subcontractor and supplier quotes; build competitive bid packages and perform comparative cost analysis.

Collaborate with project managers, engineers and operations teams to clarify scope, identify constructability issues, and incorporate any value engineering opportunities.

Prepare scope narratives, bid spreadsheets, estimate summaries and supporting documentation for internal review and client presentations.

Monitor bid schedules and ensure timely delivery of complete, compliant proposals while tracking bid results and lessons learned.

Support preconstruction and project planning activities by providing cost guidance, risk assessments and contingency recommendations.

Assist with change order pricing and claims support by analyzing as-built quantities and documented costs.
Qualifications:
Bachelors degree in Construction Management, Civil Engineering or related field preferred; equivalent experience considered.3+ years of estimating experience in civil/heavy-civil construction, with demonstrated work on earthwork, grading, utilities, sewer and water projects.

Proficiency with HCSS Heavybid (or similar estimating software) and strong MS Excel skills for pricing models and bid spreadsheets.

Solid understanding of construction means and methods, production rates, unit pricing and jobsite logistics for dirt work and utility installations.

Ability to read and interpret civil construction plans, specifications and geotechnical reports.
