The Estimator for TST Construction, a general contractor providing construction management for clients in commercial or federal construction markets, is responsible for all aspects of new project generation to include business development and proposal development.Job Responsibilities:
Ability to create detailed analysis studies of building systems and materials across all CSI codes. Responsibilities include but are not limited to the following: writing proposals, estimating costs, value engineering, subcontractor/vendor solicitation and developing a construction schedule and budget. Demonstrate a high level of professionalism and carry out a policy of courtesy and superior customer service. Active communication with all levels of our company. Update job knowledge by participating in educational opportunities; reading professional publications. Maintains high level of professionalism and carries out a policy of courtesy and superior customer service. Exercises tact, good manners, and diplomacy. Maintains a thorough understanding of commercial or federal construction industry practices and standards. Preparing complete quantity take-offs, analysis, estimate, and studies for all items incorporated in the assigned scope. Performing a constructability analysis through the identification of design and constructability issues. Developing a value analysis by defining alternatives to the proposed scope that are more cost-efficient. Serving as liaison with subcontractors, design team (architects, engineers, consultants) and client. Prepare detailed estimates of entire scope of assigned trades, building system, and/or overall project cost. Prepare and assembling bids and proposals for different contract types. Analyze existing site conditions and all contract documents (plans, specifications, etc.) to determine any required scope that is not indicated. Preparing scope requisitions for assigned trades; coordinating with fellow estimators to eliminate scope gaps and overlaps. Working with operations staff and fellow estimators to ensure that general conditions and general requirement items are properly addressed in the estimate. Obtaining and evaluating subcontractor proposals relative to their scope of work. Determining if scope is covered and managing risk of scope gaps. Accomplishes construction project results by defining project purpose and scope; calculating resources required; establishing standards and protocols; allocating resources; scheduling and coordinating staff and sub-contractors; evaluating milestone assumptions and conclusions; resolving design problems; evaluating and implementing change orders. Meet construction budget by monitoring project expenditures; identifying variances; implementing corrective actions; providing non-project annual operating and capital budget information. Supervise the coordination and input as needed with the contractors' providing services and infrastructure. Meet operational standards by contributing construction information to strategic plans and reviews; implementing production, productivity, quality, and customer service standards; resolving problems; identifying construction management system improvements. Manage sub-contractors by locating, evaluating, and selecting sub-contractors; monitors, controls performance, and ensures quality workmanship. Oversee preparation of daily logs and reports of construction activity for office submittal. Supervise change proposals, proposal requests, requests for information; supplemental instructions and other contract documentation required on behalf of TST. Prepares accurate, timely and detailed monthly project status reports. Reports will include a description of work completed to date, the work schedule going forward, deviations from the previous report, subcontractor change orders and customer issues and/or project scope changes. Prevents fines and interruptions by complying with and enforcing codes. Ensures safe, secure, and healthy work environment is maintained by following and enforcing standards and procedures to comply with legal regulations and OSHA standards. Approves construction projects by conducting inspections at critical phases; obtains approvals from customers. Oversees the reviewing and approving of contractor payment requests. Attends required meetings and conferences on behalf of TST. Document and act on items in TST's interests. Maintains relationships and acts as TST's liaison in matters associated with Federal, State, and Municipal matters including permits, inspections, and applicable approval requirements to ensure expeditious and successful delivery of project goals and objectives. Accomplishes construction human resource objectives by selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising job performance; recommending compensation actions; adhering to policies and procedures. Completes continuing education requirements. Update job knowledge by tracking and understanding emerging construction practices and standards; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations. Performs a variety of other duties as assigned and special projects as needed.Qualifications:
High school diploma required; some college preferred but not required. Ability to uphold the confidentiality of sensitive information is essential. Aptitude to stay organized and complete multiple projects with minimal supervision. Government contracting experience preferred but not required. Should have at least five (5) years' work experience in management and project development and implementation of Design-Build construction. Strong background in the management of large commercial or federal construction projects. A thorough knowledge of all construction related trades. Should possess basic computer skills and be proficient in Microsoft Word, Outlook, Project, Excel, Adobe Acrobat and R.S. Means. Microsoft Power Point experience preferred but not required. Excellent verbal and written communication skills.Benefits:
