The State Parks¿ mission is to protect and enhance natural and cultural resources, provide first-class recreational and education facilities and opportunities, and promote public safety to benefit and enrich the lives of visitors. State Parks is committed to this mission, employing professional, dedicated staff to ensure that parks are cared for and preserved to the highest professional standards. State Park programs provide safe, fun, and educational experiences for the whole family. This position is located within the State Parks Division's Design and Development Bureau. The Bureau is responsible for planning, designing, and implementing capital improvements to park facilities and infrastructure to support State Parks' mission. Why does the job exist? The Park Planner position exists to develop long and short-range plans for resource management, outdoor recreation, facility operations and maintenance, and capital projects for all parks in the State Parks system and to further the mission of the Division. This position will also assist with real-estate and land-management activities. How does it get done? The Park Planner will be responsible for planning and administrative land-management efforts affecting the Division's 35 State Parks. Essential duties include but are not limited to the following: Coordinate the development and regular update of management plans for each State Park. Develop and manage data to assist with planning functions. Facilitate, collaborate, coordinate and build consensus with both internal and external stakeholders, including outside agencies, governmental units, elected and/or Tribal officials, on park planning issues. Oversee a wide a variety of planning documents related to project implementation for the Division. Assist with Division and project reporting efforts. Help manage geospatial (GIS) data for State Parks, including development of an asset and project tracking database and production of maps of parks and park facilities upon request. Assist with the acquisition and/or disposal of real property for the Division, including coordinating permits and compliance with environmental and cultural resource regulations and collecting all pertinent data associated with the real property transaction and management of lease agreements, easements, and related real estate legal documents. Collaborate with architects, engineers, planners, and other practices on multidisciplinary projects. Respond to requests for information regarding property and jurisdictional boundaries, land management status, and similar requests. Track and prioritize requests for new Park Projects from the Division's 35 state parks. Assist with procurement and contracting processes including Requests For Proposals and Task Orders. Conduct reviews of partner agency plans and draft responses that further the Division's mission. Who are the customers? Internal and external customers including park staff, partner agencies, local communities, and visitors throughout the state of New Mexico and beyond who are campers, hikers, and boaters that come to visit the parks for a variety of reasons. Minimum Qualification Bachelor's Degree in planning, architecture, business administration, public administration, or political science and one (1) year of experience to include urban transportation or infrastructure planning, real estate, commercial or public land usage, grant management, procurement, working with contracts, right of way appraisal, inter-agency coordination, engineering design, business administration, and/or economics. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Working Conditions Work is performed in an office and field setting. Office work requires long-periods of sitting, exposure to visual/video display terminals and extensive personal computer and phone usage. Field work requires operation of a motor vehicle, long-distance travel including overnight stays near project sites, stooping/bending, lifting up to 30 pounds, and working around heavy equipment, loud noises, dust, and potential for irregular exposure to environmental contaminants or worksite chemicals. May be required to work in adverse weather conditions, extreme cold and heat. Shift work is occasional and may include holidays, weekends, or extended hours.
