Job Description

To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. JOB SUMMARY
This position performs difficult technical duties in the provision of natural gas distribution system customer field services, utility locating, and regulatory inspections. Gas Service Technician I Responds to all natural gas customer requests for service (including turn-offs, turn-ons, setting meters, and relighting pilots). Responsibilities also include installing, removing, and reading residential and small commercial gas meters and pressure regulators. Responds to reports of natural gas odors, leaks, and damaged natural gas lines, assessing conditions and taking appropriate action to safely initiate repair and restoration of service. This also includes identifying, diagnosing, and repairing external leaks on gas meter sets. Locate and mark-out (paint/flag) underground natural gas facilities and fiber optic cables. Includes use of Web Ticket Manager System software and updating related records. Maintain locate equipment, maintenance supplies and assigned vehicle. Performs other related duties as assigned. Gas Service Technician II Responds to all natural gas customer requests for service (including turn-offs, turn-ons, setting meters, and relighting pilots). Responsibilities also include installing, removing, and reading residential and small commercial gas meters and pressure regulators. Responds to reports of natural gas odors, leaks, and damaged natural gas lines, assessing conditions and taking appropriate action to safely initiate repair and restoration of service. This also includes identifying, diagnosing, and repairing external leaks on gas meter sets. Performs required inspections of the natural gas distribution system, including valves, cathodic protection system, hazardous pipe crossing, casing, and odorization inspections. Performs various system leak surveys. Locate and mark-out (paint/flag) underground natural gas facilities and fiber optic cables. Includes use of Web Ticket Manager System software and updating related records. Maintain locate equipment, maintenance supplies and assigned vehicle. Performs other related duties as assigned. Gas Service Technician I Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. Sufficient experience to thoroughly understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years. Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. Required to develop proper job knowledge and skills and satisfactorily obtain operator qualifications for the Gas Service Technician II position within 3 years of the date of hire to be promoted to Gas Service Technician II. Failure to satisfy these requirements will result in discharge from employment. Gas Service Technician II Knowledge and level of competency are commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. Sufficient experience to thoroughly understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years. Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. Gas Service Technician I Knowledge of the installation and repair of gas meters, service lines, and mains. Knowledge of job-related safety practices and procedures. Knowledge of job-related tools and equipment. Knowledge of the operation of utility location equipment. Knowledge of utility location policies and procedures. Skill in setting priorities for completing projects. Skill in performing mathematical calculations. Skill in interpersonal relations. Skill in oral and written communication. Skill in operating computers and other standard office equipment. Gas Service Technician II Knowledge of the installation and repair of gas meters, service lines, and mains. Knowledge of job related safety practices and procedures. Knowledge of job related tools and equipment. Knowledge of the operation of utility location equipment. Knowledge of utility location policies and procedures. Skill in analyzing problems and identifying solutions. Skill in preparing clear and accurate reports. Skill in establishing cooperative and productive working relationships. Skill in setting priorities for completing projects. Skill in performing mathematical calculations. Skill in interpersonal relations. Skill in oral and written communication. Skill in operating computers and other standard office equipment.
SUPERVISORY CONTROLS
: The Gas Compliance Coordinator assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include OSHA regulations; Department of Transportation's Office of Pipeline Safety regulations; the City of Rocky Mount Gas Division Operation and Maintenance Manual; the National Safety Council Natural Gas Safety Handbook for Utility Workers and Contractors; North Carolina Fuel Gas Code; federal regulations; City policy manuals; and the City code. Guidelines include North Carolina rules and regulations. These guidelines are generally clear and specific, but may require some interpretation in application.
COMPLEXITY
: The work consists of related technical duties. Inclement weather conditions contribute to the complexity of the position.
SCOPE AND EFFECT
: The purpose of this position is to perform field service duties and locate underground utilities. Success in this position contributes to the provision of natural gas utilities for system customers and to the safe excavation of utility lines.
PERSONAL CONTACTS
: Contacts are typically with other City staff, contractors, customers, and members of the general public.
PURPOSE OF CONTACTS
: Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS
The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects and uses tools or equipment requiring a high degree of dexterity.
WORK ENVIRONMENT
The work is typically performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to natural gas, noise, dust, dirt, grease, and machinery with moving parts. The work requires the use of protective devices such as masks, goggles, hearing protection, or gloves. Must be able to work scheduled and unscheduled overtime and be on a rotating schedule to standby to be called in to work after normal working hours. The work may occasionally require working in close proximity to equipment and conductors energized with high voltage electricity.
