Job Description
Performs responsible skilled equipment operation at the Landfill and transfer station. An employee in this class operates heavy equipment such as track loader, compactor, pan, rubber-tired loader, and other equipment to compact/crush construction/demolition material, haul, spread, and cover construction/demolition material with dirt, and to grade and landscape the landfill site or for other similar purposes. Performs preventative maintenance and minor repairs on equipment. Conducts waste screenings and maintains cover log. Picks up windblown litter as needed. The employee is also responsible for transporting and loading solid waste into trailers in the transfer station and maneuvering around vehicles in a partially confined building. The employee performs preventive maintenance and makes minor repairs to the equipment. Employees are subject to indoor and outdoor environmental conditions including extreme heat, cold and noise. Work involves exposure to physical conditions such as moving mechanical parts; atmospheric conditions such as odors and dust, and skin exposure to oils. Employee may be exposed to human blood and is subject to the OSHA requirements on blood borne pathogens. Work is performed under regular supervision of the Public Works Director and is reviewed in progress and upon completion for adherence to standards. Operates pan, front-end loader, and or packer in crushing/compacting and covering the debris and to grade slope. Observes waste being dumped for proper materials; separates out materials not allowed; politely explains proper access and use of the landfill to the public. Completes waste screenings and maintains cover log. Picks up windblown material around entire facility as needed. Preventative maintenance on machinery. Operates equipment in grading, ditching and construction or maintenance of dirt roads and sediment basins at the landfill. Pushes up metal pile and removes any undesirable material. Operates articulating loader to load waste onto tractor trailers at transfer station. Observes waste being dumped for proper materials; separates out materials not allowed; politely explains proper access and use of the transfer station to the public. Utilizes judgment when trailer is full; moves trailer into holding area and positions new trailer for loading solid waste using articulating loader on concrete floor. Performs preventive maintenance, and makes minor adjustments to heavy equipment. Cleans facility; washes concrete dumping area and transfer station walls; picks up litter around the facility, roads and loading bay. Cleans and washes equipment on a periodic basis. Cleans building office and bathroom area. Reports any unsafe conditions of equipment and other necessary repairs to supervisor. Performs waste screening reports and equipment maintenance record keeping. Maintains contact with vendors and the public during supervisor's absence. Complete duties of the Solid Waste Truck Driver as needed. Supervise community service workers. Assist with sorting stacking and wrapping electronics. Assist with collection of electronics from convenience sites. Assist in illegal dumping cleanups as needed. Performs other duties as assigned. Must work closely with the public and educate them on proper waste disposal. Considerable knowledge of the operation, maintenance, capabilities and limitations of heavy equipment used. Considerable knowledge of the methods of landfill operation including grading and drainage requirements and regulation regarding solid waste materials disposed of in the landfill. Considerable knowledge of the occupational hazards and proper safety precautions involved in the operation of heavy equipment. Ability to operate equipment to proper grade. Ability to make minor adjustments and perform preventive maintenance to heavy equipment. Ability to establish and maintain effective work relationships with other employees, supervisors, and the general public. Ability to follow verbal and written instructions. Graduation from high school and some experience in the operation of heavy equipment including construction experience; or Equivalent combination of education and experience. Possess a valid North Carolina commercial driver's license.
