Duties Help As a BUDGET ANALYST, GS-0560-9, you will perform routine budget analysis functions in assigned areas. Work may be performed in any segment of the normal range of budget administrion work performed by the organizion including budget formulion, budget presention-enactment, or budget execution. Duties typically performed include the following: assisting in the preparion of budget estimes and justificions; interpreting OMB directives and circulars; providing informion and advice to program managers; reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; recommending reprogramming of funds as needed. You will also perform administrive duties such as time keeping, creion and submission of SF-52's, and serving as a liaison between the G4 and the Human Resources Office. 1. Performs moderely difficult and complex assignments consisting of well-precedented tasks to further orient the employee in the applicion of occupional principles, methods, and techniques. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nure. Individual projects can be performed utilizing established, commonly applied methods. Work includes various duties involving different and unreled tasks. Independently plans and carries out successive steps and handles problems and deviions in work assignments in accordance with instructions, policies, previous training, or accepted practices. The decision regarding wh needs to be done depends upon the analysis of the subject, phase, or issues involved in each assignment, and the chosen course of action may have to be selected from many alternives. The employee uses judgment in interpreting and adapting guidelines, such as agency policies, regulions, precedents, and work directions for applicion to specific cases or problems. The employee analyzes results and recommends changes. Completed work is usually evalued for technical soundness, approprieness, and conformity to policy and requirements. Assistance in solving problems is available from the supervisor or a higher-graded specialist. 2. Executes budget. Continually analyzes and evalues changes and gaps in program plans and funding. Reviews expenditure of assigned appropriions, re-imbursement allocions and transfer of funds. Reviews funding documents for assigned appropriions. Alloces appropried funds to individual activities/functional areas based on an analysis of activity budget estimes, historical expenditures, quarterly projections, and approved funding. Reviews, edits, and consolides annual and multi-year budget estimes for assigned organizions and programs into a consolided budget request. Prepares or edits narrive justificion and projected funding needs, and assures da in request is formally and accurely documented in a wide variety of forms, schedules, and reports. 3. Performs program analysis of actual expenditures compared to planned utilizion of annual budget and/or allotment authority, evalues fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary. Identifies trends and pterns, recommends ways to improve utilizion of funds, and suggests alternive funding approaches. Evalues the effect of cost and programmic changes on the budget execution process. Adjusts fund allocions as required. Verifies, enters and adjusts budgetary da in a variety of forms, schedules, and reports. Provides analytical guidance for year-end close out to ensure proper, legal, and full utilizion of funds. 4. Provides financial advice, interpretion, and guidance on a variety of budget reled mters, to include types of funding available, budgetary changes, and year-end closeout procedures. 5. Prepares budget reled reports, written correspondence and other documention. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other reled documents. Uses software such as word processing, spreadsheets, program language, plotting software, etc., to facilite work. 6. Performs other duties as assigned. Incumbent required to complete training in fiscal disciplines; Fiscal Law, Resource Management Informion Course (RMIC), Contracting Officer Representive (COR), Automed Fund Control Order System (AFCOS). Must complete the higher financial management certificion within 24 months of appointment to the position. 6. Wear of the military uniform is prohibited while in technician stus. 7.Participion in direct deposit is mandory. 8.
