DSA Inc. is seeking a Business Development Director, Army to spearhead growth across U.S. Army markets while expanding DSA's reach across the joint DoW enterprise. In this senior position, you will focus on the full spectrum of Army mission areas aligned with DSA's strategy - including C5ISR, enterprise IT, data/analytics, digital modernization, mission support, and other Army modernization priorities. The role maintains an Army-first focus, with an immediate emphasis on USSOCOM and broad engagement across all Combatant Commands (COCOMs), while also including DISA as a key defense partner. You'll lead account strategy development, pipeline expansion, and participate in capture execution activities to grow DSA's Army portfolio and jointly align our solutions with evolving mission needs.
Position Responsibilities:
Develop and drive comprehensive account strategies to increase DSA's footprint and revenue across Army organizations and mission areas, while expanding into joint markets. Ensure immediate focus on USSOCOM, with sustained outreach and capture efforts across all COCOMs, and inclusion of DISA programs in the portfolio. Identify, qualify, assess, and shape requirements for Army programs (spanning enterprise IT/digital modernization, data/analytics, and mission support opportunities) and for relevant joint initiatives, ensuring DSA's offerings align with current mission needs. Build and maintain a robust pipeline by proactively identifying new customers and programs across the Army, USSOCOM, other COCOMs, and defense agencies (e.g., DISA). Qualify opportunities and position DSA early through effective customer engagement and requirement shaping. Cultivate and strengthen relationships with key Government customers and industry partners. This includes senior Army stakeholders and integration partners, as well as joint and COCOM contacts, to facilitate strategic partnerships and teaming opportunities. Leverage DSA's internal resources (Capture Managers, Enterprise Solution Architects, proposal teams, etc.) for integrated business development. Coordinate cross-functional support to ensure all pursuit actions are aligned and effectively resourced. Collaborate closely with Capture Managers and technical teams early to craft optimized solutions and develop winning proposals. Drive a unified pursuit strategy that leverages DSA's competencies in consulting, technology, and mission services for Army and joint customers. Lead internal gate reviews (bid/no-bid decisions) and prepare business case justifications for investment and pursuit priorities, ensuring resources are directed toward high-value opportunities. Establish and manage partnerships and teaming arrangements with prime contractors, small businesses, and technology providers that complement DSA's capabilities. Expand DSA's reach through teaming agreements in the Army and joint/SOF markets. Represent DSA at key industry events and forums (e.g., Army, SOCOM, COCOM, DISA conferences) to gather market intelligence, influence upcoming requirements, and enhance DSA's visibility as a trusted partner. Oversee the creation and delivery of high-quality proposals, white papers, and presentations for both internal and external stakeholders. Lead initial client engagements and negotiations to progress captures from qualification to award.Job Qualifications & Experience:
Bachelor's degree in a relevant field (business, engineering, or related discipline) required; master's degree is a strong plus. 10+ years of business development and/or sales experience supporting U.S. Army programs, with a proven track record of growth and capture success in this market. Joint/COCOM experience (especially USSOCOM) and experience with defense agencies (e.g., DISA) are highly desirable. Established senior relationships within the Army, DoW and COCOM communities and familiarity with Army acquisition structures and processes (e.g., ACC, CPEs, PAEs, and cross-functional teams). Deep knowledge of Army mission domains relevant to DSA's focus - e.g., Enterprise IT/mission systems, digital modernization, and software development initiatives and ability to articulate how DSA's solutions meet those mission needs. Demonstrated ability to develop and manage a robust pipeline, from identifying, qualifying, assessing opportunities, and shaping customer requirements through assisting with capture and successful contract award. Experience working on large captures (major IDIQs, multi-year programs) is a plus. Strong collaboration and leadership skills, able to coordinate with Capture, Enterprise Solution Architects, and Proposal teams to produce winning proposals and manage capture processes from qualification through award. Experience building partnerships and teaming (with primes, subcontractors, and strategic technology partners) to extend market reach and create compelling solutions. Willingness to travel (approximately 10-20%), as needed, for customer engagements, partner meetings, and industry events. Active DoD Secret security clearance (or eligibility to obtain Secret clearance) is required. Many of DSA's positions require the ability to obtain a security clearance. Security clearances may only be granted to U.S. citizens.
