GovCIO is currently hiring for a Senior Process Analyst to support operational efficiency, documentation management, and change governance activities supporting the U.S. Coast Guard (USCG). This role provides high-level process analysis, technical writing, and meeting facilitation to maintain federal compliance standards, manage operational documentation, and ensure mission-critical systems navigate change management workflows smoothly. This position will be located in Alexandria, VA, and will be a hybrid position. Responsibilities As a Senior Process Analyst, the ideal candidate will serve as a Technical Writer, Meeting Facilitator, and Document Custodian. The core focus of this role is translating complex endpoint security operations into clear Standard Operating Procedures (SOPs) and rigorous enterprise IT Change Management documentation.
Core responsibilities include:
Manage the complete lifecycle of operational orders from inception to archiving, including receiving, tracking, and compliance monitoring for TASKORDs and FRAGORDs. Develop, draft, and maintain high-quality Standard Operating Procedures (SOPs) that translate complex technical endpoint operations into clear, repeatable processes. Ensure all written products, technical briefs, and compliance records strictly adhere to Controlled Unclassified Information (CUI) handling and enterprise formatting standards. Drive operational tempo across the engineering group by scheduling, structuring, and leading daily team synchronization meetings. Prepare technical engineering teams for Change Advisory Board (CAB) reviews by managing and drafting comprehensive Requests for Change (RFCs). Meticulously track, assign, and follow up on technical action items, engineering milestones, and risk decisions to ensure execution mandates are met. Act as the team's Document Custodian by organizing, auditing, and maintaining the central document repository for all operational and architecture records. Lead efforts in auditing existing process documentation to identify gaps, streamline workflows, and update outdated technical references. Coordinate cross-functional alignment between engineering, security compliance, and leadership to capture operational requirements accurately. Manage the completion, routing, and approvals of technical change management paperwork across required operational commands and departments. Create and distribute detailed meeting minutes, tracking sheets, and executive status dashboards for ongoing leadership review. Respond accurately and promptly to operational data calls regarding team compliance, process readiness, and order execution status. Qualifications High School with 9+ years (or commensurate experience) Required Skills & Experience Certifications :
Relevant process, documentation, or baseline technical certifications (e.g., ITIL v4 Foundation, Certified Professional Technical Communicator (CPTC), CAPM, or DoD 8570 baseline compliance equivalents). Demonstrated experience acting as a Document Custodian managing federal or military operational orders, specifically handling TASKORDs, FRAGORDs, or OPORDs. Proven technical writing experience translating complex cloud, network, or endpoint security engineering workflows into clear Standard Operating Procedures (SOPs). Proven experience navigating enterprise IT Change Management systems, including drafting Requests for Change (RFCs) and preparing teams for Change Advisory Board (CAB) reviews. Demonstrated expert-level proficiency with federal formatting standards and the strict handling, marking, and distribution rules for Controlled Unclassified Information (CUI). Strong background in meeting facilitation, with a demonstrated ability to drive daily technical syncs, capture action items, and track risk decisions to closure. Direct operational experience working with central collaboration and repository platforms (e.g., SharePoint, Confluence, Jira) to maintain rigorous version and access control. Clearance Level:
Must have an active Secret clearance Preferred Skills & Experience Prior experience supporting the U.S. Coast Guard (USCG), Department of Defense (DoD), or Federal enterprise IT modernization programs. Advanced process or management certifications such as Project Management Professional (PMP) or Lean Six Sigma (Green/Black Belt). Broad familiarity with enterprise security and management tool concepts (e.g., Tanium, Swimlane, SIEM) to facilitate technical documentation accurately. Posted Salary Range USD $105,000.00 - USD $130,000.00 /Yr. Qualifications:
