5% orLess Position Overview:
Support the analysis, documentation, and modernization of Identity, Credential, and Access Management (ICAM) business processes across the enterprise environment. This role focuses on evaluating current-state identity lifecycle and access governance processes, defining future-state workflows, and aligning ICAM operations with federal standards, Zero Trust principles, and Judiciary requirements. The Business Process Analyst will work closely with stakeholders, policy teams, and technical ICAM personnel to translate business needs into actionable process improvements that support ICAM modernization and governance objectives.Responsibilities:
Business Process Analysis & Documentation Analyze current-state ICAM processes including: Joiner / Mover / Leaver (JML) workflows Access request, approval, and provisioning processes Privileged access governance and certification activities Identify inefficiencies, gaps, and risks in identity lifecycle and access management processes Develop detailed process documentation including: Process maps (e.g., BPMN diagrams) Standard Operating Procedures (SOPs) Workflow narratives and decision logic Future-State Design & Modernization Support development of future-state ICAM processes aligned with: Zero Trust Architecture (ZTA)NIST 800-53 / 800-63
guidance FICAM framework and federal best practices Assist in defining standardized workflows for: Identity lifecycle management Access governance and certification Authentication and authorization processes Contribute to ICAM roadmap activities, including milestones and transition planning Stakeholder Engagement & Requirements Gathering Engage AOUSC, TSO, SDSO, and court-level stakeholders to: Gather business requirements Validate process assumptions and constraints Align future-state designs with operational needs Facilitate workshops, working sessions, and process reviews Translate stakeholder inputs into structured requirements and process improvements Governance & Compliance Alignment Ensure ICAM processes align with: Federal security frameworks (NIST, FISMA, FedRAMP) Judiciary policies and ICAM governance standards Support documentation required for audit readiness and compliance reviews Assist in defining process controls and performance metrics Program & Analytical Support Support PMO activities including: Requirements tracking Risk and issue documentation related to process gaps Development of process-related deliverables and artifacts Contribute to reports, briefings, and documentation supporting ICAM modernizationEducation and Experience Required:
Bachelor's degree in Information Systems, Cybersecurity, Business, or related field (or equivalent experience) 6+ years of experience in: Business process analysis IAM / ICAM or cybersecurity programs Federal IT or compliance-driven environments Experience with: Process mapping tools (Visio, Lucidchart, BPMN) Identity lifecycle management (JML) concepts Access governance andRBAC/ABAC
models Strong analytical, documentation, and problem-solving skills Experience gathering and translating business and functional requirementsPreferred Qualifications:
Experience supporting federal ICAM or Zero Trust initiatives Familiarity with:NIST 800-53 / 800-63 FICAM
