Support Identity, Credential, and Access Management (ICAM) modernization initiatives across federal enterprise environments. Focus on identity governance, access lifecycle management, policy analysis, Zero Trust alignment, and modernization support activities in accordance with federal cybersecurity standards and Judiciary ICAM objectives. This role requires experience supporting Federal ICAM or IAM programs with strong knowledge of identity governance, access management, compliance frameworks, and stakeholder coordination. The ideal candidate will support modernization roadmap activities, governance documentation, business process analysis, and program management support functions across enterprise ICAM initiatives.

Responsibilities:

Information Security Governance & Compliance Analyze identity security policies, governance structures, and access management controls to ensure alignment with:

• Federal ICAM standards
• Zero Trust Architecture principles
• Judiciary and federal cybersecurity directives Support development and maintenance of governance documentation related to:
• Identity lifecycle management (ILM)
• Authentication and authorization
• Access governance
• Privileged access management
• User provisioning and deprovisioning Assist with policy interpretation, compliance analysis, and governance assessments
• Support audit readiness and documentation activities
• Identify gaps in identity governance processes and recommend improvements ICAM Modernization & Process Analysis Support ICAM modernization roadmap activities including milestone planning and modernization tracking
• Conduct business process analysis related to:
• Joiner / Mover / Leaver (JML) workflows
• Access governance
• Provisioning and deprovisioning processes
• Role-based and attribute-based access controls (RBAC/ABAC) Document future-state ICAM workflows and operational processes
• Support alignment of modernization activities with Zero Trust initiatives
• Assist with requirements gathering and process harmonization across stakeholder groups Stakeholder Engagement & Program Support Engage stakeholders across business, security, and technical teams to gather requirements and support modernization efforts
• Support development of:
• Executive briefings
• Stakeholder communications
• Outreach materials
• Change management artifacts
• Program documentation Assist in coordination of meetings, working groups, and governance discussions
• Support communication of ICAM modernization objectives and implementation activities PMO & Analytical Support Support PMO activities including:
• Requirements tracking
• Risk and issue documentation
• Milestone tracking
• Program reporting
• Cross-team coordination Maintain ICAM modernization artifacts including:
• Governance documentation
• Risk logs
• Decision briefs
• Dashboards
• Roadmap tracking materials Support preparation of executive and client-facing presentations
• Assist with coordination of deliverables across ICAM workstreams

Education and Experience Required:

Bachelor's degree in Cybersecurity, Information Systems, Information Technology, Computer Science, or related field (or equivalent experience)

• Minimum 5+ years of experience in:

IAM / ICAM

• Cybersecurity governance
• Identity governance and administration (IGA)
• Information security analysis
• Federal cybersecurity or modernization programs Strong knowledge of:
• Identity lifecycle management
• Access governance
• Authentication and federation technologies

RBAC / ABAC

models

• Zero Trust Architecture
